VACATE OF A PORTION OF ELM AVENUE:
Eric Hender and Ken Baylis appeared before the Committee requesting that
the portion of Elm Avenue between Lot 11, Block 6, and Lot 11, Block 7,
Country Club Manor Addition be vacated. They plan to construct condo-
miniums on both lots and the access would be from the cul-de-sac to be
constructed by Venner at the end of Landers Avenue and from another
cul-de-sac they propose to connect to the existing portion of Elm Avenue.
Mr. Hender and Mr. Bayliss also requested that if approved, the Town
lend its support when they approach the Bureau of Reclamation regarding
use of the Bureau easement. The Committee recommends the following:
1. Elm Avenue be vacated between the south end of the proposed
cul-de-sac and the south lines of Lot 11, Block 6, and Lot 11, Block
7, Country Club Manor.
2. An easement be retained for utility purposes.
3. The developers be responsible for the construction of the
proposed cul-de-sac connecting to the existing portion of Elm Avenue
in accordance with Town standards and requirements.
4. The cul-de-sac be dedicated to the Town upon completion.
The Committee also agreed to support their request to the Bureau of
Reclamation.
DRAINAGE PROBLEM - STATE HIGHWAY 7:
The Committee reviewed K. C. Benson's letter dated April 7, 1979 which
requested the Town take some action onthe drainage problem on South
Saint Vrain Avenue near the Baptist Church in the Reclamation Addition.
The Committee discussed installing a larger inlet and raising the curb
height and directed the Public Works Director to submit a copy of Mr.
Benson's letter to the State Highway Department and request its coopera-
tion in alleviating the drainage problem.
WOMEN'S CLUB REQUEST TO ENLARGE MUNICIPAL BUILDING MEETING ROOM:
A request was received from the Estes Park Women's Club to expand Room
203 to include the School Superintendent's former office which would
lengthen the room another sixteen feet. Public Works Director Widmer
estimated the project to cost about $3,000. The Committee felt that
although the room is vacant presently, the space will be needed for
Town and/or County offices in the near future and, therefore, recom-
mends Room 203 not be expanded at this time.
SAFER OFF SYSTEMS ROADS PROGRAM FOR 1980:
The Committee recommends the Town apply for the replacement of the Old
Ranger Drive and Crags Drive bridges through the Safer Off Systems Roads
Program.
REPORTS:
MORRIS PARKING LOT - The land has been cleared and the Public Works De-
partment will begin site preparation for the proposed parking spaces.
MORAINE AVENUE REST ROOM WATERLINE has been lowered to a depth of five
feet across Moraine Avenue.
PERSONNEL - Todd Jandrain has been hired to fill the recently vacated
Municipal Services Worker position.
OFF-STREET PARKING - Including the proposed West Riverside Drive parking
and the Morris parking lot, the number of off-street parking spaces pro-
vided by the Town is 762.
