SNOWPLOWING POLICY:
Two letters dated December 3rd and 15th, 1979 were received from Ralph
Johnson requesting that the driveway to his residence in Grand Estates
and West Lane be included in the city's snowplowing program. The
Committee felt that the Town should not expend additional funds to clear
driveways and substandard streets and recommends adhering to the present
snowplowing policy.
INSTITUTIONAL BUILDING GRANTS PROGRAM:
Public Works Director Widmer explained a federal grants program which
seeks to encourage reduced energy consumption in institutional buildings.
The program involves training an employee to conduct a general energy
audit of the building, applying for a grant to have a detailed study of
the energy consumption and then upon completion of the technical study,
applying for federal funds to accomplish recommended improvements. A
town employee has completed the energy audit training and conducted an
energy audit of the Municipal Building. Because of a December 19th
deadline, an application for a 50/50 matching grant to fund the $8,000
detailed study has been submitted. The Committee discussed the need for
storm windows for the Municipal Building to reduce the $30,000 heating
costs and recommends proceeding with this federal program at this time
with the possibility of obtaining some federal funding to install storm
windows.
HIGHWAY 34 PEDESTRIAN AND BIKE PATH:
The State Highway Department has requested that plans for the proposed
pedestrian and bike path along Highway 34 be submitted. Public Works
Director Widmer submitted a plan to the Committee for a bike path along
the south right-of-way of Highway 34 from its intersection with Highway
36 east to town limits. Locating the path along the south right-of-way
would be considerably more economical than the north right-of-way and
more accessible to the businesses along Highway 34 which will be gener-
ating the majority of the use. The Committee recommends submitting these
plans to the State Highway Department.
OFFICE RENTAL IN MUNICIPAL BUILDING:
Official notice was received that the Employment Office will be vacated
December 31, 1979. Dr. Sherwood of the County Health Department had
expressed an interest previously in renting additional space in the
Municipal Building. The Committee recommends contacting Dr. Sherwood
regarding availability of the Employment Office space.
EXTENSION OF PATH IN TALLANT PARK:
The Committee discussed extending the path along the Big Thompson River
in Tallant Park east to Lake Estes. Presently there is a fence blocking
access which can be removed. The Recreation District expressed concern
about the safety hazard of the path running through the golf course. The
Committee recommends extending the path and placing a warning sign at the
edge of the golf course.
REPORTS:
The Committee was informed that FCC regulations will not permit KMGH-TV
to transmit on the Town's frequency and, therefore, KMGH-TV's request
has been denied.
