RECORD OF PROCEEDINGS
Public Works Committee
.(July 19, 1979
Committee: Chairman Dannels, Trustees Houston and Wagner
Attending: All
Also Attending: Mayor Tregent, Town Administrator Hill, Public Works
Director Widmer, Light & Power Director Dekker
PLAQUE FOR PINE TREE MEMORIAL IN BOND PARK:
A request was received from Roxann West to place a 6" x 6" bronze
plaque at the base of the tree donated in memory of Ida Morris. The
Committee recommends approval subject to the installation being super-
vised by the Public Works Director.
LIGHT & POWER SHOP METHANE GAS PROBLEM:
Public Works Director Widmer reviewed the methane gas problem at the
Light & Power Shop with a consulting engineer who suggested, among
several alternatives, installing a duct system which would pull the
gas from the floor "bays" and vent it to the outside. Such a project
could cost $10,000. The Committee recommends obtaining engineering
specifications for the duct system at an approximate cost of $1,000.
DIESEL TANK SYSTEM INSTALLATION:
Two 1000 gallon diesel tanks have been installed underground at the
Public Works shop and need to be hooked up to a line and pump system.
One estimate of $2,400 was received to install the pump system with
the Town doing the excavation work. The Committee authorized the
Public Works Director to obtain additional bids, if available, and to
proceed with the lowest bid.
ROAD RIGHT-OF-WAY THROUGH THE FAIRWAY CLUB:
The entrance road to the Golf &Country Club is not a dedicated road
but instead an easement owned by the owners of the Fairway Condominiums.
If the Town were to obtain ownership of the road, permanent access
would be provided to the Country Club and the Town would be responsi-
ble for maintaining the road. The Committee recommends the Town pursue
obtaining a 40' dedicated right-of-way from the owners of the Fairway
Condominiums.
WATER DEPARTMENT SHOP STORAGE DECK:
As directed by the Public Works Committee on March 15, 1979, Public
Works Director Widmer negotiated the construction of a storage deck
in the water shop with Roche Constructors, Inc. and arrived at a cost
of $3,000 (the original cost was $6,200). The 20' x 60' plywood deck
would be located above the office. The Committee recommends proceeding
with this change order.
BOND PARK REGULATIONS:
The Committee discussed alternative guidelines and regulations re-
garding the use of Bond Park and decided to study them further.
STREET PATCHING AND REPAIR PROGRAM:
Public Works Director Widmer reported that approximately 40% was
saved by performing the street repairs "in-house" rather than through
a paving contractor. He said that the costs can be determined on a
per square foot basis. The Committee recommends the Public Works
Department repair all street cuts at a cost to the street cut applicant
of $1.25/square foot.

REPORTS:
Bids are currently being obtained for the remodeling of Room 203 of
the Municipal Building.
The Town Attorney advised that it would not be more economical to
pursue legal action regarding the replacement of the Library walk.
It has been agreed then that the contractor will contribute 2/3
share and the architect 1/3 share in replacing the walk and the Town
will be responsible for removing the existing walk.
Recent fuel price quotations show a low bid of 60.50/gallon of regular
which is a 49% increase over the January 1979 bid of 40.70/gallon of
regular.
The Larimer County Health Department has requested additional rental
office space in the Municipal Building. The Committee felt that if
the Employment office is vacated at the end of this year, that the
County Health Department could rent it on a year to year lease basis.
There being no further business, the meeting adjourned.
