BOND PARK - FINE ARTS GUILD CRAFT SHOW:
Lew Wallace, Margo Plummer, and several members of the Fine Arts Guild
appeared before the Committee supporting their request to use Bond
Park for a crafts show during the Aspenfest in the fall. They agreed
to follow whatever guidelines the Board of Trustees would establish
for the use of Bond Park. The Committee felt that new guidelines
should be established and become effective at the beginning of a calen-
dar year rather than midyear to ensure fairness to all organizations.
The Committee recommends that only those activities already scheduled
for Bond Park and the Aspenfest related activities be allowed in Bond
Park this year and that guidelines regarding the use of Bond Park be
established prior to 1980. The Committee requested the Fine Arts Guild
submit a drawing of the layout for the proposed craft show and informed
them that the Fine Arts Guild will be subject to the licensing require-
ments of the Town of Estes Park.
WOMEN'S CLUB REQUEST TO ENLARGE MUNICIPAL BUILDING MEETING ROOM:
The Committee again reviewed the Women's Club request to enlarge Room
203 and the Town's future needs for office space. The Town Administra-
tor informed the Committee that word had just been received that the
Employment Office will be terminating its lease at the end of this
year. The Committee felt that this vacancy would meet the office needs
projected for the near future and, therefore, recommends the Public
Works Director be authorized to obtain bids for enlarging Room 203.
WEST RIVERSIDE PARK DESIGN:
Public Works Director Widmer presented a revised plan of West Riverside
Park. The major change was additional parking on the Walker parcel
increasing the number of parking spaces to 22. Chip Schallon, resident
on East Riverside Drive, requested the low lying marsh and brush area
be left in its "natural" state in order to preserve the bird and insect
habitat established there. The Committee expressed concern regarding
maintenance of the area if left in its present state and recommends
approval of the design as submitted.
LIBRARY WALK REPLACEMENT:
The Town has been withholding final payment to Bargelt until the
damaged imitation brick walkway to the Library is replaced. The con-
tractor has suggested that he and his subcontractor be responsible for
2/3 of the cost of replacing the walkway and either the Town or the
architect assume the remaining 1/3. The Committee directed the staff
to research the Town's legal status regarding this matter and to pro-
ceed accordingly.
STREET MAINTENANCE POLICY REGARDING PROSPECT MOUNTAIN ROAD:
The Town presently plows and grades Prospect Mountain Road (County Road)
leading to the Big Thompson water treatment plant and, in return, the
County maintains that portion of Peak View within Town limits. The
Committee recommends the Town maintain only those roads located within
Town limits.

STANLEY PARK - REQUEST FOR ARENA LIGHTS:
On behalf of the Horse Show and Rodeo Committee, Jack Miller requested
the $1,500 budgeted for barn wiring be used for installing arena lights.
He explained that the major barn wiring problems had been corrected in-
house and they would like to use the funds instead for arena lighting.
The Committee recommends approval.
REPORTS:
THE EAST RIVERSIDE DRIVE BRIDGE has been completed. The rest room roof
overhang will have to be altered due to the rise in elevation of the
street.
Because of the legal difficulty in enforcing the street cut permit
recommendation made by the Committee on May 17, 1979 regarding Mr.
Palmer, the standard permit procedure will be followed.
There being no further business, the meeting adjourned.
