HomeMy WebLinkAboutMINUTES Public Works Committee 1980-03-20BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee March 20, 1980 Committee: Chairman Dannels, Trustees Houston and Wagner Attending: All Also Attending: Town Administrator Hill, Public Works Director Widmer SNOW REMOVAL - POST OFFICE PARKING LOT: Requests were received from Mrs. Chabas and the Estes Park Woman's Club for the Town to snowplow the Post Office parking lot. Public Works Director Widmer explained that it has not been Town policy to plow parking lots except under unusual conditions. The Committee felt that because the Post Office parking lot receives such high usage during the winter, that it should be plowed and recommends it be a high priority snowplowing area. QUOTA CLUB BEAUTIFICATION PROJECT: Jo Van Horn, Judy Jenista, and Laura Wilson appeared on behalf of the Estes Park Quota Club proposing a beautification project for the down- town area. They proposed that their club install redwood planters on the downtown businesses and be responsible for the financing, planting, and maintenance of the planters every year. A memorandum was read from the Public Works Director explaining the Town Attorney's concerns re- garding the precedent it might set and the Town's liability for possible accidents. The Committee felt the project could be worthwhile and recommends the Town Attorney be directed to amend the Municipal Code to allow this type of activity subject to the following considerations: 1. A permit procedure or something similar be initiated requiring Board of Trustees approval as a means of controlling the type of activity permitted. 2. Reserving the right of the Town to remove the planters should they not be adequately maintained. The Committee also recommends the staff research the Town's liability and the effect this project might have on its insurance premium. BOND PARK: ARTRECK - Lew Wallace, President of the Fine Arts Guild, appeared re- questing the Denver Art Museum traveling van known as "Artreck" be allowed to use the parking area on the east side of Bond Park on May 23, 24, & 25, 1980. The Committee recommends approval. ARTS & CRAFTS FESTIVAL - Lew Wallace also requested use of Bond Park during Aspenfest for the annual Fine Arts Guild Arts & Crafts Festival. He submitted plans showing display booths to be located along the walk- ways to encourage pedestrians to remain on the walkways. The Committee decided to table the request until new rules and regulations for Bond Park are established. BOOK & BAKE SALE - The Estes Park Woman's Club also submitted a request to use Bond Park on July 18, 1980 for the annual Library benefit book and bake sale. The Committee also tabled this request. RULES & REGULATIONS - The Committee decided to study further rules and regulations for the use of Bond Park and to continue the discussion at the next committee meeting. RENEWAL OF THE LIONS CLUB CONCESSION STAND CONTRACT AT STANLEY PARK: Dave Wade, Vice -President of the Lions Club, stated that the Lions Club would like to continue its contract with the Town for the concession stand at Stanley Park with the following contract amendments: 1. The addition of an option for the lessee to renegotiate the agreement on an annual basis provided the lessor is notified in writing at least 30 days prior to the anniversary date of the lease. Designating the Liquor Occupation Tax on the 3.2% beer license as a capital expense (possibly include in paragraph 7b of the contract). The Committee recommends renewing the agreement as requested. STANLEY PARK - NEW TACK STALLS: Jack Miller appeared on behalf of the Horse Show and Rodeo Committee requesting twelve new tack stalls be added onto existing buildings at Stanley Park. The Committee recommends approval subject to adequate access for fire equipment being provided as determined by the Public Works Director. MUNICIPAL BUILDING - INTERIOR SIGNING AND STAIRWAY LIGHTING: Because of the numerous office changes on the second floor of the Municipal Building, the Committee recommends updating the present room directional signing on the second floor using the same size and style signs as the first floor at a cost of $178. The existing light fixtures in the stairways of the Municipal Building were originally installed in such a manner as to require removing the entire light fixture in order to change light bulbs. The Committee recommends replacing the light fixtures in both stairways at an approxi- mate cost of $340. SNOWPLOWING IN THE BUREAU OF RECLAMATION SUBDIVISION: A survey was conducted among the residents of the Reclamation Addition regarding their desires on snowplowing. Although the survey stated that no response would be assumed to be a vote in favor of snowplowing, 23 responded with 14 favoring snowplowing, 7 favoring snowplowing part-time and 2 opposing snowplowing. The Committee felt that the majority of residents desire snowplowing and, therefore, recommends the area be snowplowed in the future. LARIMER COUNTY TRAFFIC SAFETY STUDY: The Committee reviewed a study conducted by the Larimer-Weld Regional Council of Governments identifying dangerous intersections and portions of roads in Larimer County and recommending solutions. The Town of Estes Park will be receiving a similar study soon. STREET CONSTRUCTION SPECIFICATIONS AND REQUIREMENTS: Public Works Director Widmer submitted data on street specification and guaranty requirements of other cities. The Committee discussed possibly requiring either a three year guaranty on street construction or a one year guaranty if an engineering report is submitted. The Committee decided to study the matter further and directed the Public Works Director to submit his ideas regarding street specification requirements. INSTITUTIONAL BUILDINGS GRANTS PROGRAM: The State has determined that the energy audit study of the Municipal Building for the Institutional Building Grants Program can be conducted for $3,800 instead of $8,000. The State has also requested participants of this program to cover the 5% (approximately $200 for Estes Park) administrative costs of the program if the Office of Energy Conservation does not receive funding for administration. The Committee recommends paying the administrative costs if necessary. TRAFFIC SIGNAL AT THE INTERSECTION OF VIRGINIA DRIVE & ELKHORN AVENUE: Confirmation was received from the State Highway Department that the intersection of Virginia Drive and Elkhorn Avenue qualifies for a traffic signal. The Committee directed Public Works Director Widmer to research the costs involved and to study possible parking alternatives on MacGregor Avenue should a traffic signal be installed. They would be responsible for hauling the material. The Committee recommends trading with the Recreation District 200 cubic yards of decomposed granite for 200 yards of top soil. REPORTS: $2,300 has been granted by the federal government for street marking. Approval of the Highway 34 bike and walkway has been received from the State Highway Department.
