HomeMy WebLinkAboutMINUTES Public Works Committee 1980-04-16BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee April 16, 1980 Committee: Chairman Dannels, Trustees Houston and Wagner Attending: All Also Attending: Mayor Tregent, Trustees Meusel and Swickard, Town Administrator Hill, Public Works Director Widmer 1980 STREET IMPROVEMENT PROGRAM: Bids were submitted for the 1980 street improvement program as per the attached tabulation sheet. The Committee recommends, subject to the final review by the Public Works Director, accepting Coulson Excavating Company's bid of $85,913.75 for the paving and Sterling Paving Company's bid of $12,971.83 for the Gilsonite Seal Coating. The total cost of the 1980 spring street improvement program will be $98,885.58. WALK AND BIKE PATH TO WEST PARK CENTER: A letter dated March 25, 1980 was received from numerous West Park Center merchants requesting a walk -bike path from the west edge of the Standard station west along Elkhorn Avenue to the west property line of West Park Center. The Committee explained that an asphalt path to the east edge of West Park Center already exists but several businesses use portions of it for parking. Dick Hillyer stated that the West Park Center mer- chants would agree to move the parking on the south side of the fence at West Park Center to the north side of the river if the Town would extend the path along the front of West Park Center. The Committee recommends restriping and crosshatching the path from the Standard sta- tion to the east edge of West Park Center and that any extension along West Park Center be the responsibility of the West Park Center merchants. RECREATION DISTRICT REQUEST FOR DECOMPOSED GRANITE: Rick Zuba appeared again on behalf of the Rocky Mountain Metropolitan Recreation District and the Quota Club in their request forppr in mately 200 cubic yards of decomposed granite for a jogging ta aiStanley Park. He explained that the Recreation District is unable to trade top soil for the decomposed granite. The Committee directed the Public Works Director to negotiate with the State Highway Department when it arrives to screen the material to obtain some additional decom- posed granite for the Recreation District. Rick Zuba stated that the Recreation District would be responsible for loading and hauling the material. STANLEY PARK PLAN: Jack Miller presented the development plan for Stanley Park to the Committee. The plan strongly recommends increasing the use of Stanley Park through the addition of year-round multi -Purpose facilities and general upgrading and enlargement of existing facilities. rThemCo he Committee dittees commended Mr. Miller on the plan and will be studying itsfurther. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee - April 16, 1980 - Page Twp (2) MACGREGOR AVENUE PARKING DESIGN: Director of Public Works Widmer submitted a design for angle parking on that portion of MacGregor Avenue adjacent to Bond Park. After considerable discussion, the Committee decided to look at angle parking for MacGregor Avenue using both sides of the street and extending the angle parking to the area east of the First National Bank. TRAFFIC LIGHT - EAST RIVERSIDE AND VIRGINIA AVENUE: Director Widmer reported on his recent meeting with Mr. Mery Miller, Traffic Engineer for the State Highway Department. The State Highway Department will prepare a detailed cost analysis for the traffic light at this intersection prior to the 1981 budget deadline. A preliminary estimate for this light was S40,000. There being no further business, the meeting adjourned. Joan Van Horn, Town Clerk v BOND PARK REGULATIONS Proposed - April 16, 1980 If the proposed use is sponsored by a local nonprofit organization, the Town Administrator may authorize issuance of the permit subject to the following rules: 1. Activity must be confined to the boundaries of the park. 2. Volume (loud speakers) must be adjusted so that only those in the park will be able to hear. 3. All litter shall be removed upon the conclusion of the event. 4. All costs incurred by the Town shall be paid by the sponsoring organization. 5. Damages incurred shall be the responsibility of the sponsoring organization. 6. Free will offerings shall not be allowed. 7. Sales of merchandise, etc. are not permitted. If the proposed use does not comply with all of the above, the Board of Trustees must act on the request. The following rules for Bond Park will apply to all permits issued by the Board of Trustees: 1. The sponsoring organization for the proposed use must Select One be a local nonprofit organization. 2 , a Sales of products or merchandise of any type shall not be permitted. b. Sales of merchandise will be permitted but all businesses must comply with Town licensing and sales tax regulations. c. Sales will be permitted provided all materials and goods are produced locally (baked goods, etc.) d. Sales will be permitted provided all merchandise is produced locally and all receipts go to the sponsoring organization. e. Sales will be permitted providing all receipts from sales go to the sponsoring local organization. 3. A map showing the location, size, etc. of all booths, tents, signs, etc. must accompany the application. 4. The application to use Bond Park must be submitted at least 30 days prior to the proposed event. 5.
