HomeMy WebLinkAboutMINUTES Public Works Committee 1980-02-21BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS PUBLIC WORKS COMMITTEE ✓ February 21, 1980 Committee: Chairman Dannels, Members Wagner and Houston Attending: All Also Attending: Mayor Tregent, Town Administrator Hill, Public Works Director Widmer 1980 STREET IMPROVEMENT PROGRAM: Public Works Director Widmer submitted staff suggestions for the 1980 Street Improvement Program (see copy attached). The Committee recommends the Public Works Director be authorized to bid the project as suggested. The Committee also directed the Public Works Director to research methods of requiring developers to guarantee their street construction work for a longer period of time. Street construction inspection methods and equip- ment will also be reviewed. TALLANT PARK PLAYGROUND: The 1980 budget for this project is $6,000.00. The playground equipment will cost about $2,500.00. The Committee recommends the Public Works Director proceed with this project with completion planned in early summer. SEWER FOR STANLEY PARK: Public Works Director Widmer reported on his meetings with the School and the Upper Thompson Sanitation District. It appears the Recreation District is not interested in the project at this time. The cost estimate for the basic sewer extension is $106,000.00. The Public Works Director explained the sewer extension policy of the Upper Thompson Sanitation Dis- trict. Sewer flows from Stanley Park that will enter the sewer system must still be determined. In order to determine these flows, water meters must be installed on the restrooms, showers and concession stand. The Committee discussed the possibility of using the School's pumping system during the off peak summer months. The Committee recommends the Public Works Director, in cooperation with the Water Department, have water meters installed at Stanley Park as needed and continue to work on both the Upper Thompson Sanitation District and sewer lift station possibilities. WIEST DRIVE LEASE AGREEMENT: The Committee discussed the fact that the lease of a portion of the Chev- ron Station property now used as part of Wiest Drive will terminate in 1985. Because this land is of great importance to Wiest Drive, the Committee recommends the Town Administrator be authorized to negotiate with the owners of this property for its purchase. FINE ARTS GUILD - BOND PARK: The Fine Arts Guild has again requested the use of Bond Park for their summer Arts and Crafts Festival. The Committee recommends the Fine Arts Guild submit plans, dates and a description of their proposed activity to the Public Works Committee. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS PUBLIC WORKS COMMITTEE - February 21, 1980 - Page Two (2) BUREAU OF RECLAMATION - SNOW REMOVAL: The Public Works Director will survey the residents of the Bureau of Reclamation area as to their desires for snow removal. SANDER: The Committee recommends the Public Works Department be authorized to purchase a commercial sanding machine. Both air and electric machines will be investigated. It is estimated this machine will cost about $400.00. REPORTS: 1. Top soil from Livingston Lake has been offered to the Town. The Town will haul this material if the quality meets expectations. 2. All of the Valley Road rights -of -way have now been received and street improvements will begin this summer if approved by the Board of Trustees. During the Fall River Annexation, the Town agreed to improve this road when proper rights -of -way were received. 3. The $8,000.00 Institutional Building Grant has been approved. This will be a 50/50 matching program. As authorized last month by the Board of Trustees, the Public Works Department will proceed with the program. If this program is successful, Federal Aid will be available for cost effective energy conservation items such as storm windows for the Municipal Building. 4. The State Highway Department has inspected and reviewed the plans for the Bike and Walkway on U. S. 34 East. A letter will be sent to the Town in the near future regarding the State requirements relating to this project. 5. As authorized by the Board of Trustees, the Town Administrator has leased the second floor offices formerly occupied by the State Em- ployment Service to the Larimer County Health Department. 6. The Committee received a report on snow removal from sidewalks in the downtown area. The Town has billed the occupants of these pro- perties at cost as directed by the Committee. The staff will look into other methods of assessing and billing these costs. 7. The Parks Department Shop at Tallant Park (formerly the Estes Park Sanitation District Shop) will be remodeled in the near future. Cedar siding and shake shingles are now on hand and will be installed as soon as weather permits. 8. Mayor Tregent reported on fuel conservation by all Town Departments and stressed its importance. 9. Mayor Tregent discussed the Red Zinger Bicycle Race with the Committee and expressed some concern that the race will not be held this year in Estes Park. The Committee will invite Chamber Manager Ranglos to meet with them to discuss this matter. There being no further business, the meeting adjourned. --)aC FEB 2 61980 Dale G. In regard to the street overlay program, previous street overlay programs were researched back to 1963 and the various year's projects drawn on maps. The streets were then listed which were either not shown as ever having been over- laid or constructed or which were over ten years old. This list was composed of about 7 miles of streets. The streets on this list were then field evaluated for condition and further narrowed down to the list shown on the attachment. Our budget will allow about 24 miles of these streets to be overlaid this year. If bid prices vary from the estimate, the list (Items 1 through 13) will either be added to or sub- tracted from to bring the project in line with the budget. RDW/vo Attachment P. O.
