DENVER RECORD OF PROCEEDINGS Public Works Committee ✓ November 21, 1980 Committee: Chairman Dannels, Trustees Houston and Wagner Attending: Chairman Dannels, Trustee Wagner Also Attending: Mayor Tregent, Town Administrator Hill, Public Works Director Widmer Absent: Trustee Houston VIRGINIA DRIVE SIDEWALK, CURB AND GUTTER: The Committee discussed with interested parties Ross Brown, Norb Bartlett, Bill Burcaw, and GeorgeHix, the necessity of constructing curb, gutter and sidewalk along both sides of Virginia Drive. The Municipal Code requires an 8' sidewalk but the steep grade, narrow street width and existing building setbacks create additional diffi- culties in providing the full sized sidewalk while retaining existing parking and sufficient traffic flow. The Committee stressed the desirability of the sidewalk being at street level and void of steps but not extending into the street right-of-way. All parties agreed to evaluate their own particular situation in view of these considera- tions and suggest to the Committee possible design alternatives at the January meeting. TREE TRIMMING ON HIGHWAY 36/7 IN FRONT OF TWIN OWLS MOTOR LODGE: The Committee reviewed a letter dated October 24, 1980 from the manager of Twin Owls Motor Lodge requesting that the trees in the Highway 36/7 right-of-way in front of the Twin Owls Motor Lodge be thinned to increase the visibility of the lodge and to reduce the hazard at the intersection with Stanley Avenue. The Committee recom- mends that the Town trim the trees only to increase the intersection visibility and to provide adequate clearance for the pedestrian/bike path. MEETING ROOM #2 - WOMAN'S CLUB REQUESTS: Requests were received from the Estes Park Woman's Club for permission to install a double picture rail on the east wall of Room 203 to dis- play artwork and for a "blackout" curtain to be installed on the win- dow of the new addition to the meeting room. The Committee recommends the Woman's Club be given permission to install the rail at the Club's expense and that the Town install the "blackout" curtain. SIDEWALK INVENTORY: As directed previously by the Committee, Public Works Director Widmer presented several photographs of sidewalks in the downtown area needing repair. He explained that a continual program of inspection, notifica- tion to the property owners, and repair of sidewalks favorably affects the Town's liability. The Committee recommends that the property owners be notified by letter (with the photographs enclosed)of their hazardous sidewalk conditions. WOODEN STREET SIGN REFINISHING: Public Works Director Widmer presented several examples of finish to be used on the town street signs. The finish used previously does not withstand harsh weather conditions for very long. The Committee recom- mends the liquid vinyl finish be used. MINIMUM FEE FOR SNOW REMOVAL ON PRIVATE PROPERTY: The Committee recommends that $25 be established as a minimum fee for snow removal on private property by the Town. BRADFORD PUBLISHING CO.. DENVER RECORD OF PROCEEDINGS Public Works Committee - November 21, 1980 - Page Two (2) TRAFFIC SIGNAL AT INTERSECTION OF ELKHORN AVENUE & EAST RIVERSIDE DRIVE: The Committee discussed installing a traffic signal at the intersection of Elkhorn Avenue and East Riverside Drive and decided to invite a representative of the State Highway Department to discuss the project further. REPORTS: The financial report of the development of West Riverside Park has been submitted to the State. Reconstruction of the entrances to the Athletic Field parking lot have been completed except for the asphalt patching. There being no further business, the meeting adjourned. Van Horn, Town Clerk
