HomeMy WebLinkAboutMINUTES Public Works Committee 1980-05-15BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee May 15, 1980 Committee: Chairman Dannels, Trustees Houston and Wagner Attending: All Also Attending: Mayor Tregent, Trustees Burgess and Swickard, Town Administrator Hill, Public Works Director Widmer BOND PARK REGULATIONS: The Committee continued its discussion regarding rules and regulations for Bond Park. A letter dated May 11, 1980 from Glenna Dannels was read and discussed. The Committee recommends the attached regulations for Bond Park be adopted and that the Women's Club be permitted to use Bond Park on July 18th and the Fine Arts Guild be permitted to use Bond Park for the Arts and Crafts show during Aspenfest. STANLEY PARK PLAN: Rick Dill and Adrianne Rice appeared before the Committee on behalf of the newly organized local horse club voicing support of the Stanley Park Plan. They expressed strong support of a convention center to increase the year-round income of the community and upgrading the horse show facilities to keep Estes Park the "Horse Capitol of the Nation." MACGREGOR AVENUE PARKING DESIGN: Public Works Director Widmer presented a plan of diagonal parking along both sides of MacGregor Avenue in front of the Municipal Building and on the west side next to the First National Bank building. This pro- posal would increase the number of parking spaces from 15 to 30. The Committee discussed converting the parallel parking in front of the Library to diagonal parking. The Committee recommends converting the parallel parking at allthese locations to diagonal parking this summer on a trial basis and subject to the approval of the State Highway Department. STATE HIGHWAY ACCESS CODE: The State Highway Department has established standards regarding access to state highways which will be acted on by the state legislature. The access code categorizes the state highways and imposes guidelines and restrictions on access according to the category. The state highways in the Town of Estes Park have been classified as "3" and "4". Category "3" generally refers to those portions of the state highways where the speed limit is 45 mph and "4" refers to those portions having a speed limit of 35 mph or less. The access guidelines tend to be less restric- tive for category "4" than "3". A copy of the proposed standards is available for review in the Public Works Director's office. AIR CLEANERS - BOARD ROOM AND CONFERENCE ROOM: The Committee again reviewed the problem of cigarette smoke in meeting rooms. Since the Board of Trustees previously decided not to ban smoking, the Committee discussed and recommends installing air cleaning devices in the Board Room and the Conference Room at an approximate cost of $1,500. PAVEMENT MARKING PROGRAM: The federal program which would have provided $2,300 to the Town of Estes Park for street marking has been cancelled. rthere -:be • MAY 27 1980 further business, the meeting adjourned. eVt (-0?/(gw ) e-uAJ Van Horn, Town Clerk BOND PARK REGULATIONS If the proposed use is sponsored by a local nonprofit organization, the Town Administrator may authorize issuance of the permit subject to the following rules: 1. Activity must be confined to the boundaries of the park. 2. Volume (loud speakers) must be adjusted so that only those in the park will be able to hear. 3. All litter shall be removed upon the conclusion of the event. 4. All costs incurred by the Town shall be paid by the sponsoring organization. 5. Damages incurred shall be the responsibility of the sponsoring organization. 6. Free will offerings shall not be allowed. 7. Sales of merchandise, etc. are not permitted. If the proposed use does not comply with all of the above, the Board of Trustees must act on the request. The following rules for Bond Park will apply to all permits issued by the Board of Trustees: 1. The sponsoring organization for the proposed use must be a local nonprofit organization. 2. Sales will be permitted providing either a percentage of receipts or an agreed upon fee be paid to the local organization by the person or persons making the sale. 3. A map showing the location, size, etc. of all booths, tents, signs, etc. must accompany the application. 4. The application to use Bond Park must be submitted at least 30 days prior to the proposed event. 5. The Board of Trustees may attach any conditions necessary regarding the use of Bond Park and/or may refuse any use of Bond Park.
