HomeMy WebLinkAboutMINUTES Public Works Committee 1981-12-17BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee December 17, 1981 Committee: Attending: Also Attending: Absent: Chairman Dannels, Trustees Houston and Wagner Chairman Dannels, Trustee Wagner Mayor Tregent, Town Administrator Hill, Public Works Director Widmer Trustee Houston STANLEY PARK CAPITAL IMPROVEMENT PROGRAM: Bob Scott and officers of the Estes Park Horse Show and Rodeo Committee presented their proposed 8 year capital improvement program for Stanley Park. They described the various new buildings, proposed locations and estimated costs for the entire project. The Committee requested a more detailed account be submitted of the future maintenance including insurance and utility costs. The Horse Show Committee also presented plans for new announcer/press booth at the arena. The estimated cost of the booth is $5,000. The Committee recommends approval. LOW COST HOUSING: Joyce Ellenbecker of the Larimer County Housing Authority reviewed with the Committee the proposed low cost housing project. She explained that the project would allow a great deal of flexibility in determining what the qualifications of the renters would be, the amount of rent, and the manner of management. The County Housing Authority could manage the project if the Town did not want to be directly involved in the management. The Committee was divided in its opinion regarding proceeding with the project. It was agreed that seasonal housing is a crucial need in Estes Park but there was disagreement as to whether it was the responsibility of the business community to provide housing for its employees or the Town's responsibility. The Committee decided to resub- mit the matter to the Board of Trustees without a recommendation. MUNICIPAL BUILDING TELEPHONE SYSTEM: Several private telephone companies are marketing telephone equipment below the rental costs of Mountain Bell equipment. The Committee author- ized the Town Administrator to contact various private telephone com- panies to obtain information and proposals on a system for the Municipal Building. BEAVER POINT ANNEXATION: Public Works Director Widmer reported that the proposed Beaver Point annexation has been expanded to include some parcels north of the junction of Marys Lake Road and U.S. Highway 36. Almost all of the property owners have been contacted and 23 out of 29 property owners favor the annexation. The annexation will probably require two phases in order to comply with state law. The Committee authorized the Public Works Director to obtain proposals for surveying and monumenting the exterior boundary of the Beaver Point annexation. REPORTS: The Stanley Park sewer line project should be completed by early January. Public Works Director Widmer reported that he has been contacting the four property owners affected by a possible hospital bypass and has • •received -varied opinions.
