DEBRIS BILLS:
Public Works Director Widmer presented several bills to the
Committee which were submitted to the Town from Contractors who
participated in the flood cleanup. Director Widmer requested that
the Committee give him guidelines to follow in paying these bills.
Mr. Widmer stated that the contractors needed to furnish specific
detail on their bills which could be shown to the auditor. The
Committee recommended that Director Widmer meet with the contractors
to determine the uniform rate which will be paid for specific
pieces of equipment used in the cleanup. The Committee stated
that all bills for flood cleanup must be submitted to the Town
by Monday, August 23, 1982, at 4:00 p.m. in order to be considered
for payment.
STANLEY HILLS ASSOCIATION REQUEST FOR CULVERT:
The Committee received a letter from Rowland Retrum, President
of the Stanley Hills Association, dated August 9, 1982, requesting
a culvert be installed under Freeland Court at its intersection
with Steamer Drive. Mr. Charles Phares, Secretary -Treasurer of
the Stanley Hills Association, appeared before the Committee to
reititerate the need for a culvert. Mr. Phares stated that during
a substantial rainfall, the east side of Steamer Drive washes
a great deal of rocks and gravel across the intersection which
requires a crew and equipment for cleanup. Director Widmer stated
that the cost for the culvert would be approximately $3,000 but
felt that because of the frequency of cleanups, he would be in
favor of the culvert. The Committee recommends the culvert be
installed.
SPRUCE DRIVE VACATE:
Mr. Bill Van Horn appeared before the Committee representing the
owners of the property located at the northwest corner of Elkhorn
Avenue and Spruce Drive. Mr. Van Horn presented a proposal which
would give the Town a four foot strip of ground along Elkhorn
Avenue in exchange for a vacate on Spruce Drive along the Chapman
property. The Town would be receiving approximately 200 square
feet of ground less than they would be giving. The Committee
recommends that Mr. Van Horn counteroffer six feet along Elkhorn
Avenue in exchange for the vacate of Spruce Drive in order to
make the exchange more equitable.
ROTARY CLUB PROJECT TO LANDSCAPE TRAFFIC ISLANDS:
Mr. Milt Ericson appeared before the Committee to explain a
community service project the Rotary Club and several other clubs
in the Town would like to participate in - landscaping the four
traffic islands at the intersection of Highways 34 and 36. Mr.
Ericson said that the clubs would have EDAW draw up a landscaping
plan and give them an estimate of the cost of this project. He
also asked if the Town would be willing to support their efforts.
The Committee recommends that the clubs have EDAW get in touch

with the State Highway Department before they have the plan drawn
up because this may change the islands. The Committee also
recommended that the clubs have EDAW design all four islands and
then look at the cost. The Committee recommends that the Board
of Trustees accept the general idea and the money will be considered
during the 1983 budget process.
NEW TRASH CONTAINERS:
Director Widmer reported that one-half of our trash containers
(20) were lost in the flood and none were recovered. Director
Widmer showed the Committee a sample trash container that he would
recommend purchasing for replacements. He also requested that
the Committee consider replacing all the Town's trash containers
with the new model because of the cost savings (the old containers
cost $300 as opposed to $130 plus cost of locks for the new
containers), and keep the old containers for backups. Total cost
of the replacements is $6,500. The Town will be receiving Federal
money for lost containers and already had $2,500 in the 1982 budget
for this expense. The Committee recommends purchasing the new
containers.
TOWN BRIDGE REPLACEMENT:
Mr. Bill Van Horn appeared before the Committee to express his
concern about the design of the bridges lost in the flood. The
Committee stated that the Town will be taking an active role and
that bridge standards would be established.
The first draft of the 1983 Public Works budget was presented
to the Committee.
