HomeMy WebLinkAboutMINUTES Public Works Committee 1982-06-17BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee June 17, 1982 Committee: Chairman Dannels, Trustees Houston and Wagner Attending: All Also Attending: Mayor Tregent, Town Administrator Hill, Public Works Director Widmer BIDS FOR MUNICIPAL TRASH SERVICE: Two bids were received as follows: Rocky Mountain Trash Service, $290.00 per month for all containers. A-1 Trash Service, $39.00 per month for the dumpster at the municipal building only. The Committee recommends accepting the bid as submitted from Rocky Mountain Trash Service. VIRGINIA DRIVE SIDEWALKS: Mr. Gary Brown reported that Mr. Pinson has been hired to construct the sidewalk in front of the Leach property. Mr. Brown also expressed concern about the possible future removable of the sidewalk should the property be developed with a new building. The Committee assured Mr. Brown the removal of the sidewalk would not be required. Mr. Brown also reported that Mr. Pinson has been hired to construct the sidewalk, curb and gutter in front of his property north to the bridge. He will then construct curb and gutter only allthe way north to the alley. The Committee recommends this be approved. Mr. Greig Steiner indicated he did not intent to build his sidewalk for one to three years. After considerable discussion, the Committee recommends the Board of Trustees proceed with the processes available to them to build the sidewalk and assess the cost to the property owner. PARKING LOT #2 ELKHORN AVE. (ACROSS FROM BOND PARK): A letter dated June 8, 1982, from the Prescott Agency to Mayor Harry B. Tregent was received and referred to this Committee regarding the closure of parking lot #2 entrance onto Elkhorn Avenue. Public Works Director Widmer reported that Mr. Rosener was also in favor of the closure of this entrance. The Committee then discussed the traffic problems that are caused by the existence of this driveway and recommended its immediate closure and extension of the landscaping. STREET CUT PERMITS: Director Widmer discussed the problem that exists with various contractors cutting streets without obtaining peLmits. The Committee discussed the possibility of assessing double charges when this occurs or issuing citations for violation of the Municipal Code. The Committee recommends the Public Works Director issue violations to Municipal Court as prescribed by code. FOREST SERVICE HIGHWAY 7 ENVIRONMENTAL IMPACT STATEMENT: Director Widmer reported the Forest Service will hold staff hearings on the reconstruction of Highway 7 on Monday, June 21, 1982, at 1:00 p.m. in the municipal building. The Committee instructed Mr. Widmer to propose a 68' road section rather than the 88' section as included in the E.I.S. A copy of this section is attached to these proceedings. The Committee also recommends that the Board of Trustees adopt the modified 68' road section as a standard for Highway 7 within the corporate limits of Estes Park. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee - June 17, 1982 - Page 2 SPRUCE DRIVE VACATE: Mr. Bill Van Horn appeared before the Committee representing the owners of the property located at the northwest corner of Elkhorn Avenue and Spruce Drive. Several members of the Committee and the Public Works Director made an on site inspection of this property prior to the Committee meeting. The Committee requested that Mr. Van Horn discuss with his client the possibility of trading the land in the proposed vacate on Spruce Drive for a nearly equal amount of land on Elkhorn Avenue. REPORTS: Director Widmer reported a theoretical savings of $4,937 during the first five months of the year for the municipal building electric usage. Landscaping for parking lot #2, with the exception of the benches and the lighting, is complete. The new telephone system is now in operation, and with a few minor exceptions, appears to be satisfactory. Director Widmer reported that the new tile floor in the public restroom area of the municipal building is now complete and that heavy duty vinyl stair treads will be installed in the very near future.
