RECORD OF PROCEEDINGS
Public Works Committee
✓ January 20, 1982
Committee: Chairman Dannels, Trustees Houston and Wagner
Attending: All
Also Attending: Town Administrator Hill, Public Works Director Widmer
STANLEY PARK - FUTURE OPERATING COSTS AND TRACTOR PURCHASE:
Stanley Park Manager Bob Scott submitted and discussed estimated
operating costs for Stanley Park with the proposed improvements.
Estimated operating costs would increase from $47,200 budgeted in 1982
to approximately $94,296. The Committee discussed conducting a market
study of the Stanley Park proposals but took no action at this time.
Bob Scott also asked the Committee's consideration of purchasing an
industrial tractor on a lease -purchase option basis. The Committee
directed Mr. Scott to obtain a "cash" price and they would review both
alternatives at the next meeting.
MUNICIPAL BUILDING MEETING ROOM - P.A. SYSTEM & ADDITIONAL TABLES:
Dick Montgomery presented the Estes Park Women's Club request for the
Town to take over and maintain their public address system for Room
203 of the Municipal Building. He explained that the system is portable
but that it could be installed permanently. The Committee recommends
accepting the public address system, permanently installing the equipment
in Room 203, and allowing it to be used for meetings conducted during
regular business hours.
The Committee also recommends the staff be authorized to purchase eight
additional tables for the public meeting rooms in the Municipal Building.
TRAFFIC SIGNAL AT INTERSECTION OF ELKHORN AVENUE & MACGREGOR AVENUE:
The State Highway Department conducted two studies on the use of the
traffic signal at the intersection of Elkhorn Avenue and MacGregor
Avenue and both studies confirmed a need for the traffic light. In
order to remove a traffic light once a study indicates a need, the
Town Board must first conduct a public hearing and make a determination
regarding the need. The Committee recommends the Town Board conduct
a public hearing to solicit public input regarding whether or not the
traffic signal should remain.
HOSPITAL BYPASS:
Public Works Director Widmer reported that a majority of the property
owners along the proposed Hospital bypass will not voluntarily give
the right-of-way to the Town for a bypass. The Committee recommends
authorizing the Public Works Director to hire an appraiser to determine
the cost of purchasing the right-of-way.
REPORTS:
The surveying preparation for the Beaver Point Annexation, which was
awarded to Estes Park Surveyors for $5,650.00, should be completed
by March 1st.
The sewer line serving Stanley Park has been completed and the Town's
share totaled $23,000 rather than the expected $29,000.
There being no further business, the meeting adjourned.
