HomeMy WebLinkAboutMINUTES Public Works Committee 1982-12-20BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee December 20, 1982 Committee: Chairman Dannels, Trustees Houston and Wagner Attending: All Also Attending: Town Administrator Hill, Public Works Director Widmer EAST RIVERSIDE FENCE - COST ESTIMATES: Director Widmer reported that the cost of a fence on the southwest corner of East Riverside Bridge would be approximately $500.00. The Committee recommends that the Public Works Department install the fence. HWY. 7 - U.S. DEPT. OF TRANSPORTATION HEARING - JANUARY 13, 1983: The U. S. Department of Transportation will be conducting a public hearing on January 13, 1983, at 7:30 P.M. in the Municipal Building regarding the widening of Highway 7 from the intersection of U. S. 36 to Meeker Park. Director Widmer stated the Department of Transportation is planning to start the highway improvements at Meeker Park and work toward Estes Park when funds are available. After thoroughly reviewing the Sufficiency Study conducted by this Department, Director Widmer stated that he felt the work should begin at U. S. 36 and work south. The Committee recommends that Director Widmer write to the U. S. Department of Transportation and acknowledge that we are in favor of this highway improvement but because of the accident and sufficiency ratings as presented in their study, we would recommend their beginning the work at the intersection of U. S. 36 and work south toward Meeker Park. OLD RANGER DRIVE AND FALL RIVER LANE BRIDGE REPLACEMENTS: Public Works Director Widmer stated that both Old Ranger Drive Bridge and Fall River Lane Bridge needed to be replaced, and he asked the Committee for their recommendation on how the work should proceed. The Committee recommends having the contractors bid both bridges telling them that one bridge has to remain open at all times during the construction process. The Committee also recommends that the Fall River Lane Bridge be constructed first, then construct Old Ranger Drive Bridge. The Committee also recommends taking bids as soon as the designs are complete. RENTAL AGREEMENTS - RESIDENTIAL PROPERTIES AT THE FISH HATCHERY: Town Administrator Hill stated that the Town Staff had reviewed the Rental Agreements for the residential properties at the Fish Hatchery. There are two houses and a cabin which will be available as rentals for Town employees. Any employee interested in renting one of these units is to inform his supervisor and a drawing will be held on January 10, 1983, to establish a priority list. The tenant will pay all utilities except sewer. Rents will be handled through payroll deduction. The Committee authorized proceeding with this rental arrangement. REPORTS: Director Widmer stated that the Town had submitted an official request to the Special Highway Committee of Colorado Counties, Inc. to reconsider funding for the Moraine Avenue Bridge. Director BRADFORD PUBLISHING CO., OENVER RECORD OF PROCEEDINGS Public Works Committee - December 20, 1982 - Page 2 Widmer explained that because of its low sufficiency rating (14.5) and generally poor and dangerous condition, this bridge appears to be a logical candidate for replacement funding. The November, 1982, electrical usage for the municipal building was 78,080 KWH compared to a five-year average of 97,984 KWH for the same period. We used 260 less electricity than theoretical for a savings of $1,570. Director Widmer stated that the Nagl walkway bridge has been replaced and is reopened. The bridge was raised one foot in order to get it out of the flood plain. The approaches to the bridge will be reasphalted in the spring when the weather has warmed up. The Stannie Jones house has been moved. The foundation is out and the fence has been taken down. Director Widmer asked the Committee if he could get proposals from two or three landscaping architects for redesigning this property, the Baldwin property and the rest of this block. Director Widmer explained that he could then present the proposals to the Committee at the January meeting. The Committee recommends that the Town Engineer/Planner go ahead with the proposals.
