REQUEST FOR FENCE - EAST RIVERSIDE BRIDGE:
A letter dated October 26, 1982, from Mr. and Mrs. Bill Nelson,
regarding a fence on the southwest corner of East Riverside Bridge,
was referred to this Committee. Mr. Nelson appeared before the
Committee to express his concern for the safety of pedestrians
crossing this bridge and requested a fence be installed. After a
lengthy discussion, the Committee recommends that the Public Works
Director design a rail -type fence and report back to the Committee
next month with the estimated cost for this project.
PRIVATE BRIDGE PROJECT - DISCUSSION OF BRIDGE SIZES:
Public Works Director Widmer and Disaster Recovery Manager Kistner
reported to the Committee on the replacement of the private bridges
lost in the flood. The engineering bid was awarded to Rocky Mountain
Consultants, Inc. of Estes Park. The preliminary engineering estimates
to replace six single lane bridges at $38,000 and three double lane
bridges at $63,000 are within the $400,000 budget. When the
construction bids are received, if it is within the budget, the
bridges will be built as indicated above. If it is necessary to
balance the budget, the double lane bridges will be reduced to single
lane bridges.
NAGL WALKWAY BRIDGE:
Director Widmer reported that the Nagl walkway bridge would be lifted
and moved aside in order to put in a new abutment on the north side
of the river. Director Widmer stated that he had designed the
abutment and requested the Committee allow him to negotiate the
concrete work with Pinson Concrete. Director Widmer also stated
that the crane needed to lift the bridge would cost approximately
$1,500. The Town will pay 25% of the cost to repair the bridge.
The Committee recommends that Director Widmer negotiate the concrete
work with Mr. Pinson.
CURB, GUTTER, SIDEWALK - 172 W. ELKHORN AVENUE:

The Town Board referred the curb, gutter, and sidewalk along"172 j!
W. Elkhorn Avenue to this Committee. The Committee recommends the
property owner install a 6 foot sidewalk with curb and gutter alongf .e .a
U this property to match the bridge.
TOWN RECOMMENDATIONS FOR STATE HIGHWAY PROJECTS:
A list was received from Larimer County of its requests to the State
Highway Department for future highway projects. The following Estes
Park area projects are included on the list:
Priority #10 Signalization at U. S. 36 at Mary's Lake Road
Priority #17 U. S. 36 from Lyons to Estes Park
Priority #18 Colorado 7 from Meeker Park to Estes Park
The Committee recommends requesting that Larimer County place the
following state highway projects on the list as Estes Park priorities
one and two:

Priority #1 Expand U. S. 34 to three lanes from the existing
three lanes east of Estes Park to the intersection of U. S.
34 and U. S. 36.
Priority #2 Redesign the intersection of U. S. 36 and S.H.
MUNICIPAL BUILDING ENERGY USAGE:
Director Widmer reported that the October, 1982, electrical usage
for the municipal building was 60,480 KWH compared to a five-year
average of 63,360 KWH for the same period. We used 11% less electricity
for a theoretical savings of $430.00.
BOY SCOUTS REQUEST TO USE PARKING LOT #2:
A letter dated November 15, 1982, from Gary Shanfelt was received
requesting permission to use the front portion of parking lot #2.
Mr. Shanafelt stated that the Boy Scouts would like to sell Christmas
trees from December 5th to December 23rd at this lot. The Committee
recommends approval of this request.
REPORTS:
Director Widmer reported that the Stannie Jones house was sold for
$1,367 to Mr. Todd Plummer and that Mr. Plummer had posted a performance
bond and would be moving the house sometime next week.
The Fall River Drive repair is underway - scheduled for completion
by December 1, 1982.
