DENVER RECORD OF PROCEEDINGS /Public Works Committee August 18, 1983 Committee: Attending: Also Attending: Chairman Dannels, Trustees Houston and Wagner All Mayor Tregent, Town Administrator Hill, Public Works Director Widmer, Clerk Jensen ASPENFEST COMMITTEE - REQUEST TO USE PARKING LOT NO. 2: In a letter dated August 16, 1983, the International Aspenfest Committee requested permission to use the front half of Parking Lot No. 2 (across from Bond Park) on September 16-25, 1983, for the Aspenfest activities. Tables and chairs will be placed around the stage for people to sit. Ms. Susan Habecker will make arrangements with Public Works Director Widmer for use of Municipal benches and tables. The Committee recommends approval of this request. PAVEMENT MANAGEMENT STUDY: Mr. Tom Goebbel, of Pavement Management Systems, Inc., presented a brief summary of the pavement management system designed for the Town of Estes Park. The Complete Summary provides the following information: 1. The present status of each street in the network and the present status of the whole network as indicated by the Pavement Quality Index (PQI). 2. A set of performance curves which show the magnitude of PQI change over time. 3. A ten-year program which maximizes benefits for given budget levels. A discussion followed on the list of projects and rehabilitation strategies as presented in the Summary. 1984 MUSEUM BUDGET: Mr. Mel Busch and Ms. Bessie Bilyeu presented the Estes Park Area Historical Museum budget to the Committee. The total budget request is $33,100.00. The Museum Board would like to create a new position of Administrative Clerk to replace the hourly summer hostess position. Depending upon bid prices, the list may be added to or subtracted from. NOTES: (1) Overlay costs estimated using $31.50/ton + 3% patching at $11.00/s.y. and a 15% material contingency = $4.31/s.y. The Committee recommends approval of these requests. New Street Paving: Director Widmer reported that the cost to pave Prospect Avenue,which will provide access to the new nursing home addition, would be approximately $38,150.00. The Committee recommends that the Hospital District be notified of the cost of construction for the new street and inform them that the Town will require them to.construct'_the street. Miscellaneous Paving Items: 1. Beaver Point Bike Trail 5,155 if at 4' wide X 3" thick - 434 ton at $55.00/ton = $23,900 2. West Elkhorn Path overlay/extension to East Driveway 20 ton at $55.00 = 1,100 Total Bike Trail (1 & 2) = 25,000 3. Park Shop/Water Dispenser Paving Asphalt 61 ton at $33.00 $ 2,000 Preparation 500 = 2,500 The Committee recommends. approval of the miscellaneous paving items. MUNICIPAL BUILDING PAINT BID: APC Decorating & Design and Joe Van Camp have submitted a bid in the amount of $8,990.00 to paint the Municipal Building, which would include painting the trim, stucco, steps, rails, woodwork and some minor soffit and wood repair. The Committee recommends approval of the request. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee - August 18, 1983 - Page 3 TELEPHONE MAINTENANCE AGREEMENT: The one-year warranty on the Municipal Building telephone system has expired. The Town can purchase a Maintenance Contract ata cost of $1,680.00 per year. If the Town does not sign a maintenance agreement, the rate for service is $38.00 per hour, plus materials. The Committee recommends executing a maintenance contract on the telephone system. RIVERFRONT PARK CONSULTANT SELECTION: Director Widmer reported that the Town has received two proposals to do the Riverfront Park design - one from EDAW and one from Land Plan Design Group. Director Widmer requested that the Committee interview both firms early next week and have a recommendation to the. Town Board on Tuesday, August 23, 1983. The Committee agreed to interview the firms on Tuesday, August 23, 1983, at 9:30 a.m. The Urban Renewal Authority had requested an opportunity to participate in the selection process and Executive Director Cole and Commissioner Dale Hill will be invited to attend. 1984 PUBLIC WORKS BUDGET: The Committee reviewed the 1984 Public Works budget. REPORTS: Peacock Park is progressing and should be completed by winter. West Riverside Park - Phase III has been started but may not be completed before winter. Director Widmer reported that he had written to Gary Brown regarding the sidewalk in front of the Park Lane Building. Mr. Brown will attend the next Public Works Committee meeting to present a proposal for the sidewalk. A letter was also written to the telephone company asking them to repair their sidewalk back of the mall. There being no further business, the meeting adjourned. Ann E. JensTown Clerk
