CURB, GUTTER, SIDEWALK - 172 W. ELKHORN AVENUE:
Director Widmer reported that he had done a cross section and
drainage study of the street along the Chevron Station at 172 W.
Elkhorn Avenue and the propoerty does have adequate drainage until
you get to the southeast corner of the property near the bridge.
An inlet and pipe would have to be installed for water to flow
into the river. Mr. Frandsen, of Chevron, had requested a tapered
curb rather than the 6" vertical curb and also requested two curb
cuts on the Wiest Drive sideof the property, which would be
gradually elevated from the vertical to the tapered. Director
Widmer stated that if the radius of the corner is changed as is
being proposed, then the two parking spaces in front of the station
need to be eliminated. The Committee recommends the curb, gutter
and sidewalk, including inlet and pipe, be installed at the Chevron
station, 172 W. Elkhorn Avenue, as worked out by the Public Works
Department and the Chevron Corporation and the work be completed
by no later than the first week in June, 1983, and the two parking
spaces in front of the property be eliminated.
BOND PARK - REQUEST FOR GAZEBO:
Mr. Bill Marshall and Mr. Don Corey representing several service
organizations in the Town, appeared to request permission to
construct a bandstand gazebo in the northeast corner of Bond Park
in front of the three large spruce trees. Mr. Marshall explained
that the proposed gazebo would be six sided with a 24 foot exterior
perimeter. The architecture proposed would be turn -of -the century
victorian, painted white with green trim. The work would be
accomplished through volunteer efforts with Bill Burcaw acting
as the building coordinator. The gazebo would be dedicated to
the young people who helped Estes Park recover from the flood of
July 15, 1982. Mr. Marshall stated that the gazebo would be two
feet off the ground with steps in the front and a platform in the
back for handicapped persons. The structure would be given to
the Town for maintenance and insurance coverage. The Committee
asked several questions regarding lighting, the public address
system, furniture, etc. A lengthy discussion followed. The
Committee members expressed concern with the architecture stating
that the gazebo should be of a design which would fit the surrounding
area and suggested the possibity of using native building materials'
such as moss rock. The Committee recommends the service organizations
redesign the gazebo and bring it back to the Committee for approval.
WEST RIVERSIDE PARK - PRELIMINARY DESIGN BY EDAW:
Mr. Russ Butler, of EDAW, gave a brief slide presentation of the
proposed landscaping design for West Riverside Park. The Committee
recommends approval of the preliminary design showing six parking
spaces in Phase IV. The final design will be ready sometime in
May and brought back to the Committee at that time.

PRIVATE BRIDGE PROJECT:
Manager Kistner reported that Mr. Fincher will not sign an easement
for Mr. Nichol to use the Pine Haven bridge if it is replaced in
its old location. The bridge serves Mr. Nichol's residence and
the 15 units at Pine Haven. In a letter dated February 25, 1983,
Mr. Nichol offered to grant an easement at the Pine Road access.
A letter dated March 1, 1983, from C. William Herzog, Attorney
representing the Nichols, reiterated that offer. In order to build
a bridge across Pine Haven Road it would require a big change order
in our construction contract and because of the topography would
not be the best alternative. The Committee recommends that the
bridge be replace at its old location as originally intended.
Manager Kistner reported that the Carters have not returned their
easement which would allow the Town to replace the McIntyre bridge
with a double lane bridge. The Carter family will agree to a
single lane bridge if the easement includes the wording "vehicle
and pedestrian traffic which was legally available prior to the
July 15, 1982 flood". We should know about the easement next week.
The contractor will probably ask for a time extension on this bridge,
which is not a problem.
CEMETERY - REFERRAL FROM THE TOWN BOARD:
The Public Works Committee took under consideration the cemetery
letters referred to it by the Board of Trustees. Mr. Walter Gurley
of Fairmount Cemetery Association, appeared before the Committee
to give them more information on the operation of a cemetery. Mr.
Gurley stated that in a mountain community with rocky terrain,
at least one acre of ground would need to be cleared of rock at
least five feet deep. The average space for a grave is 3.75' X
9' X 5' deep. A lengthy discussion followed on the appropriate
location for a cemetery as well as the legal ramifications involved.
The Committee did not feel that they had adequate information and
therefore recommends that the Town staff look at possible sites,
zoning, and the legal ramifications of a cemetery and report back
to the Committee next month.
PARKS EQUIPMENT PURCHASES:
Director Widmer asked permission to purchase a riding mower at
a cost of approximately $3,500 and the vacuum blower for approximately
$225. The Committee recommends approval of these purchases as
budgeted.
REPORTS:
Disaster Recovery Manager Kistner reported that he had written
to Len Boulas, the Governor's Authorized Disaster Representative,
regarding the status of the fish hatchery restoration. The Division
of Wildlife could receive a grant from FEMA which would be 90%
of 75% of the damage. However, the Division of Wildlife has asked
for a 100% grant, and to date they have not decided on the course
of action they will be taking. The difference in the flexible
funding could amount to $30,000. FEMA has gone on record as stating
that they want the Town's interest in the property satisfied before
they give the Division of Wildlife money for Chatfield. Director
Widmer stated that the Town is interested in getting the property
restored and the longer we let the delay exist, the less chance
we have of getting a quality job. The Committee recommends that
Manager Kistner write to the Division of Wildlife and ask what
their intent is regarding restoration of the fish hatchery property.

Director Widmer reported that the private bridge project is
proceeding amazingly fast. The bridge abutments for the Colonial,
Deer Crest, 4 Seasons, and the Trailer Park have been poured.
There have been some small change orders in the contract totaling
approximately $1,200.
Old Ranger Drive bridge abutments will be poured on Monday, and
the twin T's will be set about two weeks later.
Director Widmer reported that the roof at the Police Department
has been leaking since the snowstorms. He requested permission
to have a roofing consultant check out the roof. The Committee
recommends the Public Works Department have a consultant look at
the roof.
