PEACOCK BUILDING SITE - REQUEST TO LANDSCAPE BY VOLUNTEERS:
Scott Shanafelt presented the Committee with a letter dated June
20, 1983, reguesting permission to landscape the Peacock Limited
property, (next to King's Casuals on West Elkhorn Avenue) with the
help of the Boy Scouts and the Community Action Committee. Scott
Shanafelt and Ted Hanes, of the Community Action Committee, requested
assistance from the Town with fill dirt, large rocks and railroad
ties. The Committee informed Scott and Ted that this beautification
project would be a temporary thing as this area is part of the Urban
Renewal Plan. A discussion followed regarding the maintenance of
this area. In a letter dated June 22, 1983, Janice Miller Jackson
and Cornelia Miller Thexton agreed to do the watering for this project
and help with the maintenance. The Committee recommends approval
of Scott Shanafelt's request provided he clears the design with the
Town Planner. The Town will agree to provide the fill dirt, rail-
road ties and other items necessary to assist with this project.
The Scout Troop and Community Action Committee will provide the
plantings.
HOSPITAL DISTRICT - REQUEST FOR CONSTRUCTION OF NEW STREET:
David Habecker, representing the Park Hospital District, appeared
to request the Town pave Prospect Avenue which will provide access
to the new nursing home addition. Mr. Habecker stated that this
area is a dedicated Town right-of-way and the street would provide
access for as many as 100-150 people at any period of time. Director
Widmer stated that this would be an expensive road to construct because
of the boggy area. He estimated the cost for construction to be
approximately $20,000.00 for about 750 feet of street. The Committee
recommends that the Town staff get the soil testing and preliminary
design work done and then report back to the Committee.
ROOF -TOP RODEO WEEK — REQUESTS:
In a letter dated June 15, 1983, the Estes Park Horse Show and Rodeo
Committee requested use of Bond Park and several public facilities
during WESTERN WEEK, July 18-23, 1983. The Committee recommends
the following:
1. The stage coach be placed on MacGregor Avenue facing
Bond Park near the northeast corner of the street;
2. The barbeques be allowed in Bond Park on Wednesday,
July 20th and Saturday, July 23rd from 11:00 a.m. to
2:00 p.m.
3. The Rotary Club prize horse be displayed at the downtown
ticket booth only and not in Bond Park.

BOND PARK - FENCE REMOVAL REQUEST AND DISCUSSION OF PARK USES:
Director Widmer stated that the fence around Bond Park has been a
maintenance expense problem and the Planners feel it is out of
character with the Town. The Committee recommends the fence around
Bond Park be removed.
A discussion followed on the uses for Bond Park. No recommendation
was made.
ELKHORN AVENUE - ADDITIONAL BENCHES:
The Committee discussed pedestrian seating along Elkhorn Avenue and
recommends to the Town Board that 12 benches be placed along Elkhorn
Avenue as a pedestrian amenity.
RIVERFRONT PARK - DISCUSSION OF FUTURE DEVELOPMENT:
The Committee discussed the future development of Riverfront Park
and recommends that the Town Staff negotiate with EDAW on the design
of the park, with the design extending down to Peacock Park.
REPORTS:
The realignment of Virginia Drive will be finished very shortly.
Chief is working on the landscaping, and the street striping is
being worked out.
Bids are being taken on West Riverside Park - Phase III. The bid
opening will be held on Monday, June 25, 1983, at 10:00 a.m. The
Committee will be in attendance at the bid opening.
Request for Prosposals have been sent out for design of the Crags
Drive Bridge. The proposals are to be in by July 5, 1983. We have
no signed contract from the Highway Department, but they did give
the Town approval to get design proposals. The Highway Department,
Town Staff and the Committee will review the Request for Proposals.
