CURB, GUTTER, SIDEWALK - 172 W. ELKHORN AVENUE - CHEVRON:
Mr. A. W. Frandsen, Chevron Corporation, appeared before the Committee
to discuss the sidewalk, curb and gutter along the Chevron station
at 172 W. Elkhorn Avenue. Mr. Frandsen presented a drawing of the
proposed sidewalk that Chevron would like to install along this
property. Mr. Frandsen requested a tapered curb rather than the
6" vertical curb and also asked for two curb cuts on the Wiest Drive
side of the property because of the tractor trailers which needed
to unload their gasoline at the station. A lengthy discussion
followed. The Committee recommends the Town Engineer/Planner look
at the grade along this property and workwith the Chevron representative
to see if a workable solution can be arrived at for installing the
sidewalk, curb and gutter. A copy of the Chevron proposal is attached
to these proceedings.

DESIGN PROPOSALS FOR WEST RIVERSIDE PARK:
Director Widmer reported that he had received two landscaping
architectural proposals for redesigning the Town's property on West
Riverside Drive. Design Concepts presented a proposal of $8,349.00
and EDAW presented a proposal of $7,350.00. The amount budgeted
for this project was $7,500.00. The Committee recommends accepting
the EDAW proposal at a "not to exceed" price of $7,350.00.
STREET IMPROVEMENT STUDY:
Director Widmer reported that the Town is currently spending between
$135,000-$150,000 per year on street improvements and explained that
we have no guidelines regarding "pavement management". Director
Widmer stated that the Town should have a five-year program on what
we should be doing with our street system and requested an opportunity
to discuss this with Pavement Management Systems, experts in this
field. The Committee recommends to the Board of Trustees that Public
Works Director Widmer be authorized to bring a negotiated agreement
to the Board for approval as provided for in the 1983 budget.
REPORTS:
The December, 1982, electrical usage for the municipal building was
86,880 kwh compared to a five-year average of 106,424 kwh for the
same period. We used 19% less electricity for a theoretical savings
of $1,155.00. After one full year of operation, our energy modifications
resulted in a savings of about 20% from theoretical usage for a total
savings of $8,122.00.
Two houses at the Hatchery have been rented. The East House is still
available, but the water has been drained and the heat has been turned
off. The Christmas decorations have been stored in the shop area
at the Hatchery.

Bridge projects - Old Ranger Drive and Fall River Lane Bridges have
gone out to bid and will be opened on January 31, 1983. The nine
bridges to private property went out to bid on January 19, 1983,
and will be opened on February 3, 1983. There will be a special
Public Works Committee meeting on February 7, 1983, at 3:00 p.m.
to review both sets of bids and make recommendations to the Town
Board on February 8, 1983.
The fence on East Riverside Bridge has been put up.
There being no further business, the meeting adjourned.
