RECORD OF PROCEEDINGS
/ Public Works Committee
December 15, 1983
Committee: Chairman Dannels, Trustees Houston and Wagner
Attending: Chairman Dannels, Trustee Wagner
Also Attending: Administrator Hill, Public Works Director
Widmer, Clerk Jensen
Absent: Trustee Houston
CHAMBER OF COMMERCE - REQUEST TO MODIFY INTERIOR OF INFORMATION CENTER:
Mr. Brad Sullivan, representing the Estes Park Chamber of Commerce,
appeared to request permission to put in a wall and two doors, and
do some electrical modifications in the basement of the Information
Center. The Chamber of Commerce was not aware that they needed
permission before the work could be done, and the work has been
completed and the electrical work inspected. Mr. Sullivan apologized
for the Chamber of Commerce and stated that the Chamber would like
to do some additional modifications, such as new carpet on the
stairs, and they would like to take a stairway out. Mr. Sullivan
requested approval on the work which has already been completed
and the new modifications being considered. The Committee recommends
approval of both requests.
FISH HATCHERY - REVIEW OF DIVISION OF WILDLIFE LETTER:
The Committee reviewed a letter dated December 12, 1983 from Darryl
Todd, Division of Wildlife, to Leonard Boulas, Division of Disaster
Services. Administrator Hill stated that the purpose of the letter
was for the Town to sign off on the Fish Hatchery property. The
Committee reviewed the letter item by item and recommends to the.
Town Board that the second sentence in number 3 be eliminated and
the Mayor be authorized to sign the letter.
Administrator Hill stated that the Division of Wildlife was attempting
to sell some land adjacent to the Fish Hatchery Property. They
are negotiating now with an interested party. If the negotiations
break down, the Town may be interested in purchasing the land.
FUEL BIDS - RESULTS OF COUNTY/CITIES JOINT BID:
Public Works Director Widmer presented the 1982-83 Town Fuel Prices
versus the 1984-85 Joint Bid with the County. Director Widmer
stated that the joint bid would have a two -fold advantage to the
Town, the fuel prices should be cheaper, and the administrative
burden on bidding the fuel will be eliminated. The supplier has
to deliver within 24 hours, and we can get out of the bid any time
we want to. The Committee recommends that we try the joint bid
with the County.
COUNTY OFFICES - RENEWAL OF MUNICIPAL BUILDING LEASE:
Larimer County has asked to extend their lease on Rooms 201, 205,
209 and 210 in the Estes Park Municipal Building. The current
rental on the rooms is $7.50 per square foot or $11,850.00 per
year. The current lease goes through 1983 and they are requesting
a two-year lease through 1985. The Committee recommends the lease
rental remain the same and the lease be extended for two years.
ALPINE RUNNERS - REQUEST TO USE MUNICIPAL BUILDING:
In a letter dated December 12, 1983, Mr. Rich Zuba requested

and Rick Zuba be sent a copy of the Municipal Building "Rules and
Regulations".
REPORTS:
Janitorial Services - The janitorial services contract will be put
out to bid in December, 1983. The bid documents will be set up
to incorporate the kind of equipment to be used, and who will be
doing the work. Police Chief Ault has requested changes in his
specs, which will come out of the Police Department budget.
Crags Drive Bridge - The preliminary design has been submitted to
the Highway Department and the next step will be the final design
drawings. The estimate that was put together is higher ($215,000-
$225,000) than that approved for the project ($165,000). The
Municipal League stated that we should have no problem in getting
additional funding. Public Works Director Widmer stated that he
could write a letter to the State requesting the additional funding.
The bridge will be an 80-20% project between the State and the Town
and the Town's share would be approximately $45,000.00 plus additional
administrative costs. The Committee recommends that Public Works
Director Widmer write to the State requesting additional funding.
Riverfront Park - Riverfront Park is in the final design stage.
Landplan Design Group has run into some delays. The drawings will
be finished about the middle or end of January. The Peacock portion
may be done by the people who are doing the streetscape.
There being no further business, the meeting adjourned.
