HomeMy WebLinkAboutMINUTES Public Works Committee 1983-09-15BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS /Public Works Committee September 15, 1983 Committee: Attending: Also Attending: Chairman Dannels, Trustees Houston and Wagner All Mayor Tregent, Town Administrator Hill, Public Works Director Widmer VIRGINIA DRIVE - FENCE ALONG SIDEWALK AT PARK LANE BUILDING: The Public Works Committee had advised Gary Brown, owner of the Park Lane Building, that they were concerned over the lack of a fence on the back of the sidewalk along Virginia Drive adjacent to the Park Lane Building. Mr. Brown stated that he would like to request permission to use the fence taken down around Bond Park to install along the sidewalk. A discussion followed. The Committee recommends approval of giving the fence to Gary Brown for installation along the sidewalk on Virginia Drive adjacent to the Park Lane Building, and stated that Mr. Brown will own and be responsible for maintaining the fence. REQUEST TO BID JANITORIAL SERVICES: In a letter dated September 12, 1983, Kyle Twaddle and Norman Zahn, owners of Total Care of Estes Park, requested an opportunity to bid on the janitorial services contracts for the public restrooms and the Municipal Building. Public Works Director Widmer stated that the Town currently has three maintenance contracts for municipal property: (1) Public restrooms - Village Maintenance Service, (2) which has been in effect since January, 1981; Police Department Building - Porter Janitorial Services, which has been in effect since 1978; and (3) Municipal Building - Porter Janitorial Services, which has been in effect since February, 1981. Director Widmer stated that the Town does have bid specifications for all three contracts. The Committee recommends that the janitorial services contracts be put out to bid for a two-year contract in December, 1983, with the new contracts to begin in January, 1984. WHEELCHAIR RAMP REMOVAL - ESTES PARK HARDWARE: Public Works Director Widmer stated that there was a wheelchair ramp on Elkhorn Avenue in front of the Estes Park Hardware Store. The wheel- chair ramp is in the middle of the block and this is no longer a cross- walk area. The Committee recommends that Director Widmer negotiate a contract to remove the wheelchair ramp. COURTROOM FURNITURE: In a letter dated August 22, 1983, Court Administrator Tony Wernert listed the furniture which the State will be removing from the Municipal Building Courtroom in Estes Park. Town Administrator Hill stated that he would like to work with Tony Wernert to see if the State would be willing to leave some of the furniture here. Administrator Hill also requested permission to replace the furniture which is taken. The Committee recommends that Town Administrator Hill work with Tony Wernert and then purchase any other furniture needed for the Courtroom. BRADFORD PUBLISHING CO., DENYER RECORD OF PROCEEDINGS Public Works Committee - September 15, 1983 - Page 2 1983 STREET IMPROVEMENT PROJECT - BID REVIEW: The Committee reviewed the 1983 street improvements bids. The bids are as follows: Sterling Paving $165,857.50 Flatiron Paving $163,235.00 Coulson Excavating $122,890.75 Bestway Paving $153,366.80 Low Bidder was Coulson Excavating at a total bid of $122,890.75. This bid was approximately 9% under the engineer's estimate. Director Widmer suggested that University Drive be added to the project, which would bring the street improvement expenditures to approximately $118,000.00 and would add about $18,000.00 to the. Coulson project bid. The Committee recommends accepting the Coulson Excavating bid of $122,890.75 and adding University Drive to the project at an estimated cost of $18,000.00. The remaining budget would be about $27,000.00.for the year. Director Widmer stated that the Pavement Management Study for next year indicates that the Town should rebuild Prospect Avenue from Stanley Avenue into the hospital. Director Widmer requested some engineering work be done this fall on soils testing, etc. at an estimated cost of $1,500.00. The Committee recommends approval of this request. RIVERFRONT PARK: Town Administrator Hill stated that the State is providing most of the funding for the purchase of the Riverfront Park property, but the Town will have to pay for the design work. A discussion followed. The Committee recommends proceeding with the design of Riverfront Park. REPORTS: Peacock Park: Scott Shanafelt and the Boy Scouts have completed the small park by the Peacock Building. The Committee recommends that a letter of appreciation be sent to Scott Shanafelt and the Boy Scouts. The Division of Wildlife has received $25,000.00 from the Federal Emergency Management Agency as an advance on the work to be done at the Fish Hatchery. The Municipal Building is in the process of being painted. 1984 PUBLIC WORKS BUDGET: The Committee reviewed the 1984 Public Works Department Budget and will take the budget under advisement.
