MUSEUM - REQUEST PERMISSION TO PLACE STORAGE BUILDING AND HISTOR-
ICAL ARTIFACT:
Mr. Mel Busch, representing the Estes Park Area Historical
Museum, was present and requested permission to place a 10x20'
storage building southeast of the existing Museum building.
Funds for the storage building are available from the Museum's
internal budget.
The Museum has been offered, as an artifact, a small building
that was constructed after the 1976 Big Thompson Flood. The
building was built using materials found in the flood and was
used as a small prayer chapel in memory of those who lost their
lives in the flood. The Museum would like to place the 7'6"x9'2"
building northeast of the Museum building. The building would be
used to house artifacts of the flood. The Committee recommends
the Museum request to place a storage building and historical
artifact near the Museum building be granted.
JIM DURWARD - REQUEST FOR FUNDS FOR PERIMETER FENCING LOCATED AT
STANLEY FIELD:
Mr. Jim Durward, representing the Longs Peak Scottish Highland
Festival, was present requesting Town participation in perimeter
fencing located at Stanley Field. Mr. Durward has approached the
Rocky Mountain Metropolitan Recreation District and the district
is in favor of the proposal. Mr. Durward stated the perimeter
fence is needed to protect the festival from non-paying custom-
ers. Mr. Durward further stated it is his desire to have the
Town join with Larimer County on a 50-50 financial basis for the
perimeter fence. An estimated cost for the project is $13,000.
Funds would be available from the Contingency Fund in the General
Fund. Following discussion, the Committee recommends approving
the allocation of funds for perimeter fencing at Stanley Field,
contingent upon Larimer County matching the Town's expenditure
not to exceed $6,500; approval by the Recreation District regard-
ing design of the fence; and that the Town manage the funds and
contract for the project.
STANLEY VILLAGE - REQUEST FOR DRAINAGE EASEMENT:
Mr. Bill Van Horn was present requesting a drainage easement for
Stanley Village. The drainage study for the project has been
received. The drainage easement is needed when the drainage
installation is off the state highway right-of-way and enters the
Town's property ending at the Big Thompson River. Approval by
the State Highway Department will be required following Town
Board approval. The drainage study was prepared using the
25-year storm flows. A question and answer period followed with
the Committee recommending granting the drainage easement subject
to State Highway approval and the following: Stanley Village
installing acceleration/deceleration lanes (meeting the State
Highway Department standards) located at Steamer Drive and

Highway 34, widening Steamer Drive to three lanes to the Stanley
Village entrance, covering all exposed surfaces of the culverts
with soil and revegetating, and installing rip/rap at the outlet
of the culverts.
SIDEWALK SNOW REMOVAL - PROPOSED ORDINANCE AMENDMENT:
Public Works Director Widmer presented a proposed amendment to
Chapter 12 of the Municipal Code regarding sidewalk snow removal.
The Committee recommends approval of the ordinance amendment with
Public Works Director Widmer contacting the Town Attorney regard-
ing a minimum assessment.
BRIDGE - FISH HATCHERY ROAD - REQUEST FROM LARIMER COUNTY:
A letter submitted by Rex A. Burns, Engineering Department,
Larimer County was reviewed. The County is requesting the Town's
approval for work being undertaken outside the County's
right-of-way located on Fish Hatchery Road. The bridge received
extensive damage during the Lawn Lake Flood. Following review of
the drawings which were submitted by Larimer County, the Commit-
tee recommends approving Larimer County's request to work on Town
property which will enable the County to replace the bridge,
contingent upon the prevention of damage to existing trees and
vegetation.
REQUEST FOR AUTHORIZATION TO BID PICKUP TRUCK AND MICROCOMPUTER:
Director Widmer requested authorization to bid one pickup truck
and would like to have the truck included in the bid with other
Town departments. Public Works Director Widmer also requested
authorization to begin the proposal process for a microcomputer.
$10,000 is allocated in the 1985 Budget for the purchase of a
microcomputer. The Committee recommends Director Widmer be
authorized to include one pickup truck in the Town's vehicle bid
and that the proposal process be initiated for the microcomputer.
The Committee will review the proposals on the microcomputer when
sufficient information is obtained.
FACILITY ACCESSIBILITY STUDY:
The Committee recommends extending the review period for the
Facility Accessibility Study to the next regularly scheduled
Public Works Committee Meeting in January.
REPORTS:
The Crags Drive Bridge Project is going well; however, due to the
temperature, Wycon Construction will be unable to pour the
concrete deck at this time. Completion of the bridge project
should occur in the spring. cI
A copy of a letter dated December 5, 19&submitted by Leonard A.
Boulas (Federal Emergency Management Agency (FEMA)) to Mr. Darryl
Todd (Division of Wildlife) was reviewed. Restoration at the
Fish Hatchery property (owned in part by the Town and Division of
Wildlife) has been approved. A question has arisen as to the
replacement of the vehicle bridge on the property. The Committee
recommends pursuing the replacement of the bridge at this time.
