RECORD OF PROCEEDINGS / Public Works Committee November 15, 1984 Committee: Chairman Wood, Trustees Brown and Hix Attending: All Also Attending: Town Administrator Hill, Public Works Director Widmer, Bob Joseph, Clerk O'Connor FACILITY ACCESSIBILITY STUDY: The Committee recommends extending the review period of the Facility Accessibility Study to the next regularly scheduled Public Works Committee Meeting. PARKS SUPERINTENDENT and MECHANIC: Director Widmer requested permission to advertise the new po- sitions of Parks Superintendent and Mechanic; the positions would not be filled before the first of the year. The Committee recommends Public Works Director be authorized to advertise the positions of Parks Superintendent and Mechanic. ORDINANCE #21-77 - CONTROL OF DOGS: Public Works Director Widmer informed the Committee that the existing Ordinance #21.77, Section 7.12.040 "Positive control by owner" dealing with . . permitting a dog to be off or away from the premises of its owner, custodian, or possessor, unless it is under the direct and effective control of its owner, custodian, or possessor" is very vague and difficult to enforce. Discussion followed with the Committee recommending this matter be referred to the Public Safety Committee. REVIEW OF ROCKWELL STREET, PARKING, CIRCULATION IMPROVEMENTS: Mr. Bob Joseph, Urban Renewal Authority, presented a traffic plan of Rockwell Street for review by the Committee. The plan indicates one-way traffic flow on Rockwell Street eastbound from Moraine Avenue to the intersection of West Riverside Drive, thence two-way traffic on Rockwell Street from West Riverside to East Riverside; one-way traffic southbound on West Riverside from Rockwell to Ivy; and restriping one bay of the Park Center Mall parking lot. Traffic on all other streets would remain as they currently exist. Following discussion, the Committee recommends to the Town Board the traffic plan be approved and that the Urban Renewal Authority consider additional public review. REPORTS: The Crags Drive Bridge Project is now underway; there is a possibility that inclement weather will delay completion of the project until spring. Director Widmer briefed the Committee on the incident involving the removal of gasoline tanks located at Riverfront Park.
