STANLEY VILLAGE REQUEST FOR DRAINAGE EASEMENT and RIGHT-OF-WAY
ACQUISITION:
Mr. Bill Van Horn was present and requested the acquisition of a
right-of-way for Stanley Village. A right-of-way is needed
through the existing open space lots adjacent to Steamer Drive.
Following discussion, the Committee recommends the Town Attorney,
Director Widmer and Administrator Hill meet with the Board of
Directors of the Stanley Hills Homeowner's Association for
further information and possible negotiation regarding the open
space lots.
Mr. Van Horn also addressed the acquisition of a drainage ease-
ment. Discussion followed including the installation of cul-
verts, accel/decel lanes and detention on the Stanley Village
property. The Committee recommends the developer be required to
widen Steamer Drive to three lanes to the Stanley Village en-
trance, install acceleration and deceleration lanes meeting
Highway Department standards at Steamer Drive and Highway 34, and
also that the developer submit a drainage study to the Public
Works Director. Upon submittal of the study, Director Widmer
will then so inform the Public Works Committee.
1985 BUDGET REVIEW:
The Committee reviewed and discussed the preliminary draft of the
Budget for 1985.
ELM ROAD - REQUEST FOR DUST SUPPRESSANT:
Public Works Director Widmer informed the Committee of a petition
submitted by Residents of the Elm Road area which was received
August 10, 1984. The petition requested periodic application of
a dust suppressant to help rid the area of an extremely dusty
condition. The possibility exists of the Town spliting the cost
of the dust suppressant application with Larimer County and the
State Highway Department. The Committee recommends applying the
dust suppressant to Elm Road if the County and Highway Department
will split the cost.
INFORMATION KIOSK:
Director Widmer submitted proposed guidelines concerning informa-
tion posting for the kiosk. The Committee recommends the guide-
lines be taken under review and discussing the matter further at
the next regularly scheduled Public Works Committee meeting.
EAST ELKHORN STREETSCAPE:
The Committee was advised by Urban Renewal Authority Director
Cole of the Phase II Streetscape Improvements along Elkhorn
Avenue. Three alternatives were addressed with the Committee
recommending the alternate that leaves access to the Coffee Bar
Parking Lot as is and running the taper from Virginia Drive.

REPLACEMENT OF WATER COOLERS:
Director Widmer informed the Committee that both water coolers
located on the first floor of the Municipal Building needed
replacement. An estimate to replace both coolers, including
installation is $1,500.00. The Committee recommends replacement
of both water coolers for the Municipal Building.
REPORTS:
The Crags Drive Bridge bid documents have been completed; the
project will be bid September 13, 1984 with work to begin between
October 1st - November l5th, 1984. The bridge will be closed all
Fall and most of the Winter.
Sidewalk repairs adjacent to the telephone company shop building
are now completed; repairs adjacent to the Post Office will be
completed in the near future.
There being no further business, the meeting adjourned.
