REQUEST TO USE PARKING LOT #1 - DULCIMER FESTIVAL:
Mr. Rick Hix, Chairman/Dulcimer Festival, appeared requesting the
use of Parking Lot #1 June 8th and 9th, 1985 for the Colorado
State Dulcimer Festival. A tent will be erected June 7th with
removal of same June loth. The festival will include music
contests and concerts and an arts and crafts fair. The Committee
recommends approval of the Dulcimer Festival request to use
Parking Lot #1 June 8th and 9th, 1985, adhering to the policy
established in 1984 whereby a fee of $25.00/day will be assessed.
MUNICIPAL BUILDING - REVIEW OF COST ESTIMATE FOR POLICE DEPART-
MENT REMODEL:
Upon the Committee's February 21, 1985 request, Public Works
Director Widmer obtained a cost estimate to create a new office
for the Police Department with the estimate being approximately
$6,000. Discussion followed with the Committee recommending
Public Works Director Widmer be authorized to obtain bids for
construction of a new office for the Police Department and
returning to the Committee for review.
MUNICIPAL BUILDING - ADDITIONAL OFFICE SPACE:
A meeting was held with Wayne Lawlor/Larimer County, Town Admin-
istrator Hill and Public Works Director Widmer regarding future
office space needs of Larimer County. The County's requirements
at this time total 5,000 gross square feet. Larimer County has
hired an architectural planning firm (Interplan) to prepare a
Feasibility Study for the offices for the entire county. In an
effort to address departmental growth, space allocation to
accommodate this growth, and options that may be considered for
other agencies, Director Widmer obtained a proposal from Inter -
plan for a "not to exceed" fee of $7,500. Following discussion,
the Committee recommends Public Works Director Widmer attempt to
negotiate an agreement with Interplan with a "not to exceed"
contract amount of approximately $3 - 4,000 and return to the
Committee for their review.
FISH HATCHERY - REPLACEMENT OF VEHICLE BRIDGE:
Upon the Committee's request of December 20, 1984, Public Works
Director Widmer pursued replacement of the vehicle bridge located
on the Fish Hatchery property which was lost due to the Lawn Lake
Flood. Director Widmer presented a letter dated March 6, 1985
submitted by Leonard A. Boulas, the Governor's Authorized Rep-
resentative/Division of Disaster Emergency Services advising that
the position of the Federal Emergency Management Association is
that replacing this bridge would not be justified. The Committee
recommends Director Widmer formally request replacement of the
bridge.

PERIMETER FENCING LOCATED AT STANLEY FIELD - LETTER FROM LARIMER
COUNTY:
Public Works Director Widmer presented a letter dated March 14,
1985 submitted by John MacFarlane/Larimer County Parks Department
authorizing a maximum expenditure of $6,500 which will match the
Town's expenditure for a 6' chain -link perimeter fence located at
Stanley Field. (The area encloses the tennis courts to the High
School and from the Gun Club Building to the State Highway
fence.) The Committee recommends the Public Works Department
prepare the specifications for the project, administer a formal
bid for the purchase and installation of the fence, and invoice
Larimer County requesting a 50% reimbursement.
, 1985 STREET IMPROVEMENT PROGRAM - AUTHORIZATION TO BID:
Director Widmer presented the proposed 1985 Street Improvement
Program (see attached list) for the Committee's review. Pri-
orities were set, for the most part, by using the Pavement
Management Study prepared in 1983. The 1985 Budget will allow
the overlaying of approximately three miles of streets. The
estimate for the 1985 program is $195,600; the amount budgeted
was $200,000. Following discussion, the Committee recommends
approval of the 1985 Street Improvement Program, and authorizing
Public Works Director Widmer to begin the bid process, returning
to the Committee for their review.
RIVERFRONT PARK - DISCUSSION OF THE BID DATE:
The Committee discussed the bid date for the construction of
Riverfront Park. Local merchants have expressed concern
regarding the loss of parking and dust control during the summer
months. The Committee recommends not initiating the bid process
until July; beginning construction in August; proceeding with
construction during the fall and winter months; with completion
of the new park anticipated in 1986. Public Works Director will
also investigate methods of dust control for the area.
/1985 PARK PROJECTS - AUTHORIZATION OF EXPENDITURES:
The Committee reviewed three proposed Park Improvement Projects
for 1985 prepared by Park Superintendent Dan Speedlin. A list,
by priority, is as follows:
1. Chamber Planter: timber planter with "Estes Park"
spelled -out in flowers, also containing miscellaneous
shrubs, rocks, and a sprinkler system.

planters.

The Committee recommends approval of all three Park Improvement
Projects for 1985.
PARK EQUIPMENT BIDS - REVIEW OF BIDS:
The Committee reviewed the following bids received for a Jeep
Scrambler which will be used by the Parks Department. The

trade-in vehicle is a 1974 F-250 4x4 pick-up w/plow.

Director Widmer informed the Committee bids were requested from
three Jeep Dealers, two bids were returned.
A 61/2' snowplow with power angle, lighting package, mounting
hardware and power source were also bid; bids are as follows:
1. Frontier Truck & Equipment (Meyer). . . $1,237.00
2. Kois Brothers (Swenson) $1,450.00
3. O. J. Watson (Western) $1,589.00
$11,000 was budgeted in 1985 for the Parks Department vehicle
including the snowplow. The Committee recommends approving the
bid in the amount of $8,337.00 submitted by Herbert Motors and
the bid in the amount of $$1,237.00 submitted by Frontier Truck
and Equipment for a total bid package of $9,574.00.
Bids were also received for a new riding mower and equipment
trailer. The amount budgeted in 1985 for this equipment was
$8,500. Acting upon Public Works Director Widmer's recommenda-
tion, the Committee recommends the Public Works Department be
authorized to purchase the following equipment:
1. Walker Riding Mower $3,995
2. Taylor Equipment Trailer $2,480
for a total bid package price of $6,475.
/ ROAD BASE MATERIAL - REVIEW OF BID PROPOSALS:
The Committee reviewed a bid proposal for 3/4" road base submit-
ted by Jim Nytes. The price per ton would be $2.99 if the Public
Works Department purchased 2,600 ton ($7,792) and Stanley Park
purchased 1,400 ton ($4,168). The Committee recommends accepting
the bid proposal submitted by Jim Nytes for 2,600 ton of 3/4"
road base for the Public Works Department contingent upon the
Stanley Park Committee approving Stanley Park's purchase of 1,400
ton.
REPORTS:
Streetscape II is running smoothly and on schedule.
Rockwell Street will be open to traffic on Saturday, March 23rd.
The Crags Drive Bridge is approximately 90% complete. Wycon
Construction will be pouring sidewalks and overlaying the bridge
with asphalt in the very near future.
There being no further business, the meeting adjourned.

RE: 1985 Street Improvement Program
Attached please find the proposed 1985 Street Improvement
Program. Priorities were set, for the most part, by using
the Pavement Management Study done in 1983. This year's
budget will allow about, three miles of. streets to be
overlaid. In _addition, three short street areas are
proposed for new paving, along with reclamite seal coating
of the streets overlaid in 1982 and 1983, a bikepath
extension, and some asphalt curbing.
If bid prices vary significantly from the estimate, the
priority list will be added to or subtracted from to bring
the project in line with the budget.
