WINTER FESTIVAL - CHAMBER OF COMMERCE REQUEST TO USE BOND PARK AND
FOOTBALL FIELD PARKING LOT:
Anita Moore, Chamber of Commerce, was present to request permission
to use Bond Park and the Football Field Parking Lot for the 3rd
Annual Estes Park Winter Fest to be held on February 21-23, 1986. A
proof of insurance certificate was submitted to the Committee and
permission was granted.
Phil Gurner, representing the Dog Pull, requested permission for the
following:
Use parking lot #1.
Transport snow from YMCA to front of parking lot #1
and areas in Bond Park for snow sculptures.
Machinery to transport and smooth the snow.
Burn barrel
Gurner stated he would provide a proof of insurance certificate well
in advance of the event. Colorado Mountain School will also need to
provide a proof of insurance certificate. Both certificates shall
name the Town as an additional insured.
FOOTBALL FIELD PARKING LOT - DISCUSSION OF PROPOSED REDESIGN:
Discussion was held regarding the proposed redesign of the football
field parking lot. Bob Joseph, EPURA Technical Planner, submitted
several drawings, proposing different layouts. Public Works Director
Widmer noted that, with Design Studios West, Inc. providing the
layout and grading plan and, using Town crews, the lot could be
redesigned for approximately $25,000 vs. the 1985 budgeted amount of
$120,000. This would provide an additional 33 parking spaces at
$760.00/space vs. $3,500/space (if the present proposed design is
used at a cost of $120,000).
Chairman Wood expressed concern regarding bus parking and asked
EPURA Director Art Anderson what plans the URA has for the Husky
property. Anderson stated that the URA Board has not made a decision
on the use of this property, but is considering incorporating it
into Streetscape 3 planning. Administrator Hill commented that it
might be well to delay rework of the football lot until plans are
more finalized in this area. It was decided to table this matter and
Director Anderson stated he would inform Design Studios West that
EPURA wishes to cancel the football lot design contract.
Director Widmer asked for a mylar reproducible of design work
accomplished to date.
Bob Joseph submitted a proposed layout for the post office parking
lot which provides two more bays of parking with two-way traffic
flow, netting an additional 30 spaces. Joseph also submitted ideas
regarding the Dark Horse lot and how these plans relate to the
development of the Confluence area. It was suggested that when
workshops are held concerning Streetscape 3 and the River Corridor,
the issue of additional/replacement parking could be addressed.

REPORTS:
Director Widmer reported to the Committee that Tregent Park is
approximately 27% complete.
An analysis of snowplowing for 1985-1986 was distributed to the
Committee, indicating dates, hours expended, mileage, amount of
materials used, etc. It was noted that snow removal, so far this
year, is double that of 1984 or 1983.
Director Widmer informed the Committee that he had received
information on community -type newspaper racks and has met with the
Boulder Daily Camera and their attorney. This information was given
to them and they reacted favorably. Plans are to distribute this
information to other newspapers and if the idea is acceptable, the
Town could remove all present racks in the redevelopment area and
replace them with the pod -type units.
Director Widmer reported that Estes Park Surveyors is working on
final design of the Prospect Mountain Drainage project and noted
proposed changes.
There being no further business, the meeting adjourned.
