RECORD OF PROCEEDINGS /Public Works Committee November 20, 1986 Committee: Attending: Also Attending: Absent: Chairman Brown, Trustees Barker and Hix All Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Clerk O'Connor None 1987 BUDGET - REVIEW: The Committee reviewed and discussed the third draft of the 1987 Budget. Director Widmer submitted a memorandum identifying Streetscape maintenance costs. MOCASSIN CIRCLE DRIVE RIGHT-OF-WAY - UPDATE: Pursuant to the Committee's recommendation dated October 16, 1986, a letter was submitted to four land owners to determine how many would be interested in voluntary annexation. As a result, two positive responses have been received. Coupled with property owned by the Town and existing water agreements serving Tracts 2, 4 and 6, a total of 59% of the area has been reached. State law requires at least 50% of an area to sign an annexation petition. The Committee acknowledged receipt of a letter stating their opposition to the right-of-way which was submitted by Mr. and Mrs. Frederic Saemisch, 520 Ouray Drive. Following discussion the Committee recommends proceeding with the annexation, authorizing Director Widmer to solicit RFPs to perform all surveying, returning to the Committee for further review. ESTES PARK URBAN RENEWAL AUTHORITY (EPURA) - REQUEST TO USE PORTIONS OF PARKING LOT #1 AND INFORMATION CENTER PARKING AREA: EPURA submitted a request to (1) allow the construction firm for Streetscape III to establish a yard to direct construction activities at the north end of Parking Lot #1 and (2) allow the firm constructing the Highway 34/36 Intersection to establish a yard at the west parking lot of the Information Center. Both areas will be fenced, with all material and fencing being removed prior to Memorial Day, 1987. Both areas will also be restored to their current condition. The Committee recommends approval of EPURA's request for both locations. AVALON DRIVE - QUIT CLAIM DEED FOR ROWE HEATING: In an effort to clear a title for Rowe Heating along the west side of Lot 1, Mountain Technological Center, a quit claim deed was prepared. At the time Mountain Technological Center Subdivi- sion was platted, a right-of-way was not provided. The Town has no claim of right-of-way in this area. The Committee recommends the Mayor be authorized to execute the aforementioned deed. TRANSPORTATION DEVELOPMENT PROGRAM - REVIEW OF WORK PROGRAM: The Committee reviewed a work program outline for the Transporta- tion Development Program (TDP) which was prepared by Planner Stamey. The purpose of the program is to provide a framework to guide the development of an integrated transporta- tion/circulation/parking system for the Town. The cost of this program will be shared with the Government: $8,750/Federal share, $3,750/Town share. The Town's portion of the program has been included in the 1987 Budget. The outline included a time schedule which identified development of the work program to take BRADFORD PUBLISHING CO. REPORTS: Director Widmer reported the Town's #1 priority of reconstructing State Highway 7 from U. S. Highway 36 to Lexington Lane which was submitted in October, 1986, has been included and listed #2 on Larimer County's 1987 Project Requests. To date, there has been no further development in the Prospect Mountain Road maintenance negotiation. Mr. Roger Jenkins, Municipal Services Worker II, has submitted his resignation. Mr. Gary Shanafelt, who submitted his resignation in October, has been rehired. As authorized by the Board of Trustees, the Public Works Depart- ment has delivered the Joel Estes Statue to the Museum. There being no further business, the meeting adjourned.
