1987 BUDGET REQUESTS - DISCUSSION:
The Committee reviewed and discussed the first draft of the 1987
Budget. The Committee recommends authorizing the following
revisions for 1986: General Fund Capital - Park Improvements:
expenditure of $9,000 for Phase I renovation of the park located
on West Riverside Drive (Phase II will be budgeted in 1987); and
General Fund Capital - Park Equipment: an expenditure of $10,000
for the purchase of a 4WD Tractor (this fund will not include
additional funds in the 1987 Budget).
MOCASSIN CIRCLE DRIVE RIGHT-OF-WAY - UPDATE:
Pursuant to the Committee's request of August 14, 1986, Director
Widmer consulted with Larimer County to determine if the County
would be interested in a cost -sharing project to obtain the
aforementioned right-of-way. Larimer County would prefer the
Town explore all avenues, including the possibility of annexation
prior to any obligation on behalf of the County. Larimer County
has requested personal contact by a Town official be made to
Larimer County Commissioner Hotchkiss. Following discussion, the
Committee recommends no further action be taken at this time
pending discussion with Town Attorney White.
WIEST DRIVE PARKING LOT - REVIEW OF PEDESTRIAN SIGN:
The Committee reviewed the proposed pedestrian sign which would
be installed at the north side of the Wiest Drive Parking Lot,
between Peacock Park and Wiest Drive. An estimate for completion
of the sign that would match the existing streetscape signs is
approximately $675.00 plus installation. Discussion followed
with the Committee recommending the expenditure be tabled at this
time, requesting Director Widmer resubmit the sign for further
consideration in the spring.
STREET EQUIPMENT - REVIEW OF BIDS:
As authorized by the Committee August 14, 1986, the front end
loader was rebid by Larimer Equipment and Honnen Equipment. A
savings of $2,263 was realized by rebidding the equipment. The
Committee recommends accepting the low bid in the amount of
$37,806 including trade-in submitted by Larimer Equipment.
STREET STRIPING PROJECT - REVIEW OF BIDS:
The Committee reviewed two bids for street striping:

The bid includes striping East Riverside Drive, MacGregor Avenue,
Peak View Drive, Stanley Avenue, Fish Hatchery Road, Virginia
Drive, Manford Avenue and West Riverside Drive. Due to timing
and amount of the contract, the Committee recommends accepting
the low bid of $6,500 submitted by Kolbe Striping, authorizing
Director Widmer to prepare a purchase order and proceed with the
project immediately.
ELM ROAD SEWER COLLECTION LINE - DISCUSSION:
The Committee reviewed two letters submitted by the Upper
Thompson Sanitation District. The letters addressed the fea-
sibility of extending a sewage collection line in Elm Road that
would be used by Larimer County, State of Colorado, Upper
Thompson Sanitation District and the Town of Estes Park. If an
agreement could be reached by the four governmental agencies,
each agency's share would be approximately $16,750.00. If shared
by the Town's three departments, each share would be $6,500.
Such a project would necessitate various agreements such as an
agreement for reimbursement, etc. The Committee recommends
Public Works Director Widmer contact the Upper Thompson Sanita-
tion District to determine possible reimbursements, returning to
the Committee for further consideration.
REPORTS:
Weinland Construction requested and received a ten-day extension
on the Prospect Mountain (NE) Drainage Project. A street patch
located on Third Street was unacceptable; Flatiron Paving will
replace the patch. This project should be substantially com-
pleted by the end of the week.
The Highway Department informed the Town its application for
Transit Development Program funding has been forwarded to the
Federal Government. The application has received a favorable
response; if approved, the Town's portion of the program would be
30%.
The 1986 Street Improvement Project is nearing completion.
The Fish Hatchery Restoration Project sponsored by the Division
of Wildlife is also nearing completion.
The Committee reviewed a letter submitted by Alton Cook, Regional
Director/Federal Emergency Management Agency. Mr. Cook compli-
mented the Town on completion of Tregent Park.
Director Widmer advised a tour of the Public Works facilities
will be conducted in the near future.
