RECORD OF PROCEEDINGS ✓Public Works Committee August 14, 1986 Committee: Chairman Brown, Trustees Barker and Hix Attending: All Also Attending: Mayor Dannels, Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Andy Schneidkraut, Clark Anderson, Clerk O'Connor Absent: None CHAMBER OF COMMERCE - REQUEST AUTHORIZATION TO MODIFY PREMISES, 500 BIG THOMPSON AVENUE: The Committee reviewed a letter dated August 14, 1986 submitted by Andy Schneidkraut, Executive Director/Estes Park Area Chamber of Commerce. Mr. Schneidkraut was requesting authorization to modify the premises of the Information Center by converting the electric forced -air furnace to a high -efficiency gas furnace. Public Service Company conducted a "Business Energy Audit" which indicated installation of new heating equipment would result in substantial savings in heating costs. The Light and Power Department also reviewed the energy audit submitted by Public Service Company. Pursuant to the existing Lease Agreement, the Chamber is required to obtain authorization prior to construction of any type. The Chamber would pay for all installation and maintenance costs. The Chamber desires to accomplish the project in two phases: this year, prior to the winter season - conver- sion of the heating system which includes additional duct, registers, grilles and pipe for approximately $3,709.00; next year - decorative work necessitated by the conversion. The Committee recommends authorization be given to the Chamber of Commerce to modify the premises and convert the heating system. MOCASSIN CIRCLE DRIVE RIGHT-OF-WAY REQUEST - REPORT: The six property owners affected along Mocassin Circle Drive were contacted regarding the Town's request for a 50' wide street right-of-way for construction of a paved, Town -maintained street. Of the five properties involved, two are not interested in selling; two are interested in selling their entire piece of property in lieu of a strip of land, and one is willing to sell a strip. The Committee discussed various options and recommends staff contact the Public Works Director of Larimer County and advise the County of the Town's desire to obtain the right-of-way. Staff will also determine if the County would be interested in a cost -sharing project. TREGENT PARK RIVER STEPS - DESIGN ALTERNATIVES: Public Works Director Widmer presented three (3) design alterna- tives for the river steps Pl1Design Gropocated at eandthave kbeenhsubmitted were prepared by Land an to CIRSA for their review. Alternative 1 includes bollards; includes bollards with removable wood rails; and 3 includes bollards with chains. The least expensive of the alternatives i5 #3. All the alternatives were designed for temporary usage. ASSISTANT PUBLIC WORKS DIRECTOR JOB DESCRIPTION - REVIEW: Pursuant to the Water Committee recommendation dated May 7, 1986, Director Widmer prepared a job description for the new position BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - August 14, 1986 - Page two of Assistant Public Works Director. The Arthur Young Company (the Town's wage and salary consultant) is in the process of reviewing the job description. Salary range is anticipated to be $2,402 - $3,219. The Committee recommends (1) approval of the job description and (2) Director Widmer be authorized to advertise the position. SHOP EQUIPMENT - REVIEW OF BIDS: Bids were taken for a brake drum and rotor lathe; results are as follows: Snap-On Tools $5,530.00 Chicago Pneumatic $5,535.00 Ammco Tools, Inc. $5,000.00 $5,000 was budgeted for this purchase in 1986. Following dis- cussion, the Committee recommends accepting the low bid in the amount of $5,000.00 submitted by Ammco Tools, Inc. STREET EQUIPMENT - REVIEW OF BIDS: The Public Works Department requested bids for a Front End Loader; four vendors were contacted, two vendors submitted bids. Mr. Clark Anderson/Honnen Equipment Company addressed the Committee requesting he be allowed to revise his bid to more accurately reflect those options available. Stating both bidders did not follow the specifications, the Committee recommends the two vendors be allowed to re -bid the loader, with additional review to take place in September. REPORTS: As of the end of July, the Prospect Mountain (NE) Drainage Project was 78% complete. The completion date was set for September 4th, it is anticipated Weinland Construction may ask for a time extension. Upon the Town's request, CIRSA has completed a safety inspection of the Peacock Park ramp railing and along the river corridor. To date, a report has not been received. Work will begin next week on the 1986 Street Improvement Program. A portion of MacGregor Avenue will be extended to the north resulting in a net gain of approximately eight (8) parking spaces. The cost is estimated to be $1,000.00. Discussion followed regarding the striping of Town streets. Larimer County now requests bids for this type of work; they no longer perform the work "in-house." The Department owns a striping machine; however, the machine is best utilized in striping small areas not major arterial streets. Sufficient funds are available in the budget to hire a professional firm to perform the striping. The Committee recommends Director Widmer be authorized to request bids for the street striping.
