ESTES PARK SANITATION DISTRICT BASE MAP REQUEST - DISCUSSION:
On June 12, 1986, the Committee reviewed a request submitted by
the Estes Park Sanitation District whereby the Town would provide
reproducible base maps. The Committee recommended approval of
the request for a fee of $100/sheet. Representatives of the
Sanitation District were present seeking an appeal of the fee.
The District desires copies of the base maps that have had the
Town's waterlines drawn on them which will aid the District in
also placing their sewer lines, thus establishing a record of
their system. Use of the maps would be strictly for internal use
by the District. Discussion followed with the Committee recom-
mending (1) the Estes Park Sanitation District be required to pay
for the cost of preparing approximately 20 reproducible mylars at
$5.00±/sheet; (2) upon receiving the mylars, the District will
indicate the location of their sewer lines; (3) the District will
return the mylars to the Town for storage; and (4) upon the
District's request, a "print" will be prepared and the Town will
assess the District following the current rate schedule. No
further action will be taken pending a reply from the Estes Park
Sanitation District.
ELM ROAD - PETITION REGARDING DUST CONTROL AND SPEED LIMITS:
The Committee reviewed a petition requesting an effective dust
suppressant be applied to Elm Road which is located outside Town
Limits. In 1984, the Committee recommended such a suppressant be
applied, with Larimer County sharing the cost with the Town.
Public Works Director Widmer advised the suppressant was applied
by Larimer County at no -charge to the Town. An estimate to apply
the dust suppressant material is $1,500.00; preparation of the
road could be an additional expenditure of $3-4,000. Elm Road is
not dedicated and a large portion crosses Town -owned property.
Should a new Light and Power Shop Facility be constructed, the
possibility exists the road could be relocated. Stating the
expenditure could not be justified at this time, the Committee
recommends the Town not proceed with application of a dust
suppressant on Elm Road.
With regard to the speed limit request, the Committee stated Elm
Road is not located within the Town's jurisdiction, therefore no
further action could be taken by the Committee.
WIEST DRIVE PARKING LOT - REQUEST FROM KING'S CASUALS TO INSTALL
SIGN:
The Committee reviewed a letter dated July 15, 1986 submitted by
Janice Jackson of King's Casuals. Ms. Jackson requested place-
ment of a sign indicating the footbridge located behind the
King's Casuals Building accessed Elkhorn Avenue. Ms. Jackson
stated reduced traffic flow has occurred since placement of the
footbridge. The sign would add visibility only and would not
advertise any business in particular. A sign could be placed

between the two existing bridges. Public Works Director Widmer
reported the Town had requested the Estes Park Urban Renewal
Authority fund such a sign; the Authority declined to do so.
$4-500 is estimated for the cost of the sign. Following dis-
cussion, the Committee recommends approval of the request stating
the sign would be constructed in such a manner to match existing
EPURA signs with regard to color and lettering, including the use
of a "double arrow" pointing opposite directions.
The Committee also reviewed a request for a handrail on the
concrete ramp located at the southeast corner of "Peacock" Park
and recommended CIRSA inspect said location and advise.
TREGENT PARK RIVER STEPS - DISCUSSION:
The Committee reviewed a letter dated July 9, 1986 submitted by
the Loss Control Manager representing CIRSA, the Town's insurance
carrier. CIRSA recommended a removable railing in the stairway
be installed to prevent children and/or adults from being swept
away by the current should they fall or slip. Public Works
Director Widmer reported such a railing design would incur an
approximate expenditure of $250. The original park design was
planned to offer everyone an opportunity to enjoy the river,
therefore the Committee did not find fault in the existing
design; however, in an effort to satisfy CIRSA, the Committee
recommends Director Widmer be authorized to obtain a firm to
prepare the design, returning to the Committee for further
review.
PARKS SHOP MAINTENANCE FACILITY STUDY - DISCUSSION:
Public Works Director Widmer submitted a copy of th 1986 Parks
Budget indicating $4,200 was budgeted to obtain a facility study
for the Parks Shop. The current Parks Shop is located at 610 Big
Thompson Avenue. With the addition of several parks and
Streetscape, the existing building is over -crowded. The date for
actual construction of a proposed new maintenance facility has
not been determined. The Committee recommends the expenditure
not be authorized at this time; however, staff will be allowed to
perform preliminary work on this project through the fall and
winter months.
REPORTS:
The Prospect Mountain (NE) Drainage Project is 37% complete as of
the end of June. Compaction problems have delayed progress on
Highway 7. Paving should be installed by next week.
Acting upon the Committee's recommendation of June 12, 1986,
Mayor Dannels sent a letter to affected property owners on
Mocassin Circle Drive requesting a 50' wide street right-of-way
for construction of paved, Town -maintained street. Additional
information will be forthcoming.
The Town has received a copy of the Landfill Closure Report which
6046 prepared by Larimer County. The report covered items such as
ground water monitoring, diversion of surface water, plantings,
and methane management.
An accident occurred June 30, 1986 involving Roger Jenkins.
Roger sustained three severly broken and/or lacerated fingers,
but is scheduled to return to work on a limited basis next week.
