RECORD OF PROCEEDINGS 'Public Works Committee April 17, 1986 Committee: Attending: Also Attending: Chairman Brown, Trustees Barker and Hix Chairman Brown, Trustee Barker Mayor Dannels, Town Administrator Hill, Public Works Director Widmer, Town Planner Stamey, Finance Officer Vavra, Clerk O'Connor Absent: Trustee Hix ESTES PARK GOLF COURSE BOUNDARY - UPDATE: Public Works Director Widmer reported a meeting was held between the Town and the Estes Valley Recreation and Park District. The District has expressed an interest in obtaining the northern tract as mentioned in the land trade proposition letter dated March 1, 1986 submitted by Mr. Bill Van Horn. Following dis- cussion, the Committee recommends pursuing negotiations for the northern portion of the Van Horn property between the fence and Fish Creek Road and from the Community Church property south to the Pederson property. TRANSPORTATION PROGRAM FUNDING - REVIEW OF APPLICATION: Upon the Committee's recommendation of February 20, 1986, Public Works Director Widmer and Planner Stamey prepared a letter of application for Section 8 Funds for the preparation of a Transit Development Program (TDP). It is estimated that the TDP could be prepared with a program budget of $20,000. The Town's portion of the program would be 30% or approximately $6,000. The $20,000 budget is a maximum estimate only. The Committee recommends submitting the letter of application. PROPOSED NEWSRACK ORDINANCE - DISCUSSION: The Committee reviewed the proposed Newsrack Ordinance as pre- pared by Town Attorney White. The Committee's concerns expressed January 23, 1986, as well as those concerns expressed by the Planning Commission March 18, 1986 were incorporated in the proposed Ordinance. Discussion followed regarding the possibil- ity of relocating those racks on private property to the des- ignated areas on public property, installation and maintenance, newsrack model, and maintaining current newspapers in the racks. The Committee recommends staff review subsequent revisions with Town Attorney White. ROWE HEATING AND SERVICE COMPANY - LAND OFFER: The Committee reviewed a letter dated March 20, 1986 submitted by Rowe Heating and Service Company in which the Town was offered a piece of property on Elm Road across from the landfill site. The site contains .86 acres and is zoned Commercial. Director Widmer presented a Facility Study Concept Plan for the Town Shops which was prepared by Phillips, Carter and Reister in 1972. The study addressed expansion of the shop facilities, ensuring efficient use of the property. Weighing the advantages against the disad- vantages, the Committee recommends not accepting the Rowe Heating land offer at this time. The Committee also recommends staff prepare an RFP for the preparation of a "Site Study" on the Town's 25-acre tract near the landfill area, with consideration of the tract evaluated against the adjoining property. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - April 17, 1986 - Page two TREGENT PARK DEDICATION - DISCUSSION: The Committee discussed conducting a completion of Tregent Park. The prepare the plans for such a ceremony for further review. The Chamber of Calendar will also be reviewed so pre -scheduled events. "Dedication Ceremony" upon Committee recommends staff and return to the Committee Commerce Schedule of Events as not to conflict with A drawing was submitted for the sign which will be placed at Tregent Park. Approximate size of the sign will be 3' x 4'; it will be rustic in nature and be composed of redwood. The Commit- tee recommends the Public Works Department prepare the sign with the inscription "Tregent Park", perhaps including a mountain outline on the top edge. FISH HATCHERY RENTAL HOUSE - REQUEST FOR ADDITIONAL FUNDING: In a letter dated April 3, 1986, Gregg Filsinger reported on the cost of materials incurred in repairing the northern -most rental house. The Town allotted $200 for these repairs and this amount was paid. The Committee recommends expending a maximum of $210 for insulation to be installed in the ceiling. NATIONAL PUBLIC WORKS WEEK - AUTHORIZATION TO PARTICIPATE AND USE PARKING LOT #1: National Public Works Week has been scheduled for May 18 - 24, 1986. The Department participated in the national event in 1985 by sponsoring an "Open House" at the Public Works Shop Facility Mayor located on Elm Road. The Committee recommends: (1) Dannels be authorized to execute a Proclamation naming May 18 - 24, 1986 National Public Works Week, (2) the Public Works Depart- ment be authorized to use Parking Lot #1 on Saturday, May 17th for approximately four hours to display all heavy equipment, authorizing compensatory time off for those employees participating. ROCKY MOUNTAIN FLEET MANAGERS ASSOCIATION - AUTHORIZATION FOR FLEET MANAGER TO ATTEND ANNUAL MEETING: The Fleet Managers Annual Meeting has been scheduled for November 12 - 14, 1986 in Phoenix. The Town, through the Shop Foreman, has participated in the Association since its inception four years ago. Previous annual meetings have been held in Colorado and neighboring states. Funds are available in the Public Works Shop Account to cover the estimated $1,250 expenditure. Stating the meeting provided valuable information which is Foreman/Fleet beneficial all departments, the Committee recommends Shop Manager Shanafelt be authorized to attend the Annual Meeting. PICKUP TRUCKS - REVIEW OF BIDS: As authorized by the Committee April 4, 1986, Director Widmer requested bids on two (2) pickup trucks. Five vendors were contacted, two did not respond. The trade-in vehicle will be a 1972 pickup truck. A total of $23,300, including two-way radios, was budgeted in 1986. The Committee recommends awarding the bid for two (2) 1986 Ford Pickup Trucks to the lowest bidder - Rains Estes Park Ford for a total bid package, including trade-in, of $23,131.14. REPORTS: Contracts have been received from Weinland Construction for the Prospect Mountain (NE) Drainage Project. Work will begin byhe first of May. Public Works Director Widmer has published "Municipal Memo" informing all residents of the impending BRADFORD PUBLISHING CO. A personal letter will also be mailed to all merchants and residents affected by the project in an effort to avoid as much inconvenience as possible. The public restroom remodeling project is continuing to make progress; completion should occur by mid -May. As of the end of March, Tregent Park was considered to be 80% complete.
