RECORD OF PROCEEDINGS / Public Works Committee May 15, 1986 Committee: Chairman Brown, Trustees Barker and Hix Attending: All Also Attending: Mayor Dannels, Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Judy Hoxsey, Barbara Godbolt, Lois Moor, Clerk O'Connor Absent: None ESTES PARK LIBRARY - UPDATE REGARDING SITE STUDY: Judy Hoxsey, Library Director/Estes Park Public Library reported on the site selection process and planning studies which had occurred to date. A 10-member Site Survey Committee has been formed to study various locations available upon which to con- struct the new library. The Bond Park site was approved by the Public Works Committee in February, 1986; however, the park will not accommodate the proposed 14,000 square foot building. The Library Board is in the process of determining boundaries to form a Library District. The District boundaries would be placed before the electorate, followed by a request for a $2 Million Dollar bond issue to construct the building. The Committee reviewed a sketch indicating the following sites: (1) Placing the building on the eastern corner of Bond Park and onto MacGregor Avenue - the possibility of allowing one-way traffic in a northerly direction on MacGregor Avenue has yet to be explored; (2) Placing the building on the parking area located directly behind the Municipal Building which would result in a loss of 63 parking spaces; (3) Constructing the building on the southern portion of Parking Lot #1, facing East Elkhorn Avenue - this site would result in a loss of 46 parking spaces; and (4) Locating the building on a portion of the Husky Service Station property recently purchased by the Urban Renewal Authority. In determing the size of the building, current population figures were used; they indicated a 9,000 net square foot library was necessary today. In projecting future use, the Library Board is proposing a total building size of 14,000, with the possibility of adding a second floor. Discussion followed regarding parking spaces, including the loss of spaces, payment for each space deleted and variance and financing. The Committee recommends priority be given to constructing the library at the Husky Service Station Site (a portion thereof), and that Bond Park be listed as the second site location. The Committee also recommends reducing the building to 9,000 net square feet, with the possibility of expanding the library some time in the future. 1986 STREET IMPROVEMENT PROGRAM - REVIEW OF PROPOSED PROJECT: Public Works Director Widmer presented the proposed 1986 Street Improvement Program (a copy is attached and made a part of the record of these proceedings by reference thereto). This year's project proposes 2.75 miles of overlay, two areas of new paving and miscellaneous areas of curbing at a total estimated cost of $161,600. $200,000 was budgeted for this project. Should bid prices vary significantly from the estimate, the project list could be modified to bring the project in line with the budget. The Estes Park Medical Center submitted a letter requesting the Town pave a portion of the hospital access road from Stanley Circle Drive south 200' to the hospital property. Discussion followed with the Committee recommending approval of the 1986 Street Improvement Program, including the Medical Center request, authorizing Public Works Director Widmer to begin the bid process, returning to the Committee for further review. RECORD OF PROCEEDINGS Public Works Committee - May 15, 1986 - Page two TREGENT PARK DEDICATION CEREMONY - DISCUSSION: The Committee recommends setting June 11, 1986 at 11:00 A.M. to conduct a Dedication Ceremony for Tregent Park. Honored guests will be Helen and Harold Tregent. The Committee also recommends Director Widmer proceed with organizing the festivities. ESTES PARK GOLF COURSE BOUNDARY - UPDATE: Concerning the east boundary of the Golf Course Property, Public Works Director Widmer reported a meeting was held with the Estes Valley Recreation and Park District, Mr. Bill Van Horn and the Town. Additional meetings will be conducted between the District and Mr. Van Horn and the Recreation District will advise the Town of any additional information. OFFER TO SELL 1977 GMC SNOWPLOW - REVIEW OF BIDS: The Committee reviewed two bids on the Town's offer to sell the 1977 GMC Snowplow: Asphalt Maintenance, Loveland - $5,777.00 and the Estes Valley Recreation and Park District - $6,000.00, which included a "payment plan plus interest." The Committee recommends selling the 1977 GMC Snowplow to the Estes Valley Recreation District for a net bid price of $6,000.00. REPORTS: The American Public Works Association Annual Conference will be held in New Orleans September 20 - 25, 1986. The Tregent Park Restrooms were opened to the public May loth. The Town has paid for 96% of the project. Work has begun on the Prospect Mountain (NE) Drainage Project. The Restroom Remodeling Project located in the east wing of the Municipal Building is nearing completion and they should be in operation by Memorial Day Weekend. As requested by the Committee February 21, 1985, affected proper- ty owners will be installing a sidewalk along 120/130 East Riverside Drive. There being no further business, the meeting adjourned.
