RECORD OF PROCEEDINGS Public Works Committee October 16, 1986 Committee: Attending: Also Attending: Chairman Brown, Trustees Barker and Hix All Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Clerk O'Connor Absent: None 1987 BUDGET - REVIEW: The Committee reviewed and discussed the proposed budget for 1987. A second draft should be available for review at the next Committee meeting. MOCASSIN CIRCLE DRIVE RIGHT-OF-WAY - UPDATE: The Committee reviewed a legal opinion submitted by Town Attorney White concerning the Mocassin Circle Drive right-of-way. In summary, Attorney White stated at least 50% of an area is required to sign the annexation petition. The 50% requirement is determined by actual land area, not ownership. State law also requires a one -sixth contiguity requirement. This requirement should be met by the configuration of lots to be annexed. Existing water tap applications do contain language requiring the petitioners to sign annexation petitions should the Town desire. Following discussion, the Committee recommends Director Widmer proceed with annexation to determine how many landowners would be interested in voluntary annexation to meet the 50% requirement. No further action was taken pending additional information. ELM ROAD SEWER COLLECTION LINE - REPORT: Pursuant to the Committee's request dated September 18, 1986, Public Works Director Widmer reported on the Upper Thompson Sanitation District's reimbursement policy should the Town agree to participate in extension of the sewage collection line in Elm Road. When the District participates in construction of a sewer line, the reimbursement policy does not apply. The District has estimated the cost of the line construction to be $67,000.00. The project would be shared by four governmental agencies, with the Town's share being approximately $16,750.00. Each depart- ment's share would be approximately $5,583.00. Currently, all of the Town's shop facilities are connected to septic systems; these systems should eventually be upgraded. The Committee recommends proceeding with the joint project, authorizing an expenditure of approximately $16,700; and, if possible, connecting the Light and Power Shop Facility following completion of construction, reserving connection of the Public Works and Water Shop Facil- ities for a later date. PARK EQUIPMENT - REVIEW OF BIDS: The Committee reviewed two bids submitted for a compact 4WD Tractor: Greenline Equipment, Fort Collins $7,100.00, including trade-in Sekich Equipment, Longmont $8,620.00, less trade-in BRADFORD PUBLISHING CO. The Committee recommends accepting the low bid in the amount of $7,100.00 submitted by Greenline Equipment. LARIMER COUNTY - ANNUAL PROJECT REQUESTS FOR STATE HIGHWAY COMMISSION: The Committee reviewed a letter dated September 15, 1986, submit- ted by Larimer County. The County provided a list of requested projects for 1985 and solicited input from various cities and towns for inclusion in the 198$ 7 Project Request to the State Highway Commission. The Committee recommends submitting the following three priorities: 1. Reconstruction of State Highway 7 from U. S. Highway 36 to the Town Limits. 2. Widen U. S. Highway 34 east of Estes Park from the existing three -lane section to the Intersection of U. S. Highways 34 and 36. 3. Re -design U. S. Highway 36 and State Highway 7 Inter- section. The Committee also reviewed Larimer County's Short Range Highway Improvement Program and recommends the following streets be considered for improvement: 1. Riverside Drive 2. Fish Creek Road (from U. S. Highway 36 to Country Club Drive) RADIO STATION EQUIPMENT/PROSPECT MOUNTAIN - ROAD MAINTENANCE: The Committee reviewed a letter submitted by Mr. Robert Heron. The Police Department is adding radio facilities to Prospect Mountain and Mr. Heron has requested increased road maintenance as a result. Mr. Heron currently owns the property on which the radio station and associated equipment is located. On July 20, 1981, Mr. Heron allowed the Town to continue use of the Town's radio base site on Prospect Mountain in exchange for grading the road. There are approximately six other agencies using the road and they pay an annual lease fee. Following discussion, the Committee recommends Public Works Director Widmer be appointed as the Town's representative in negotiating an agreement with Mr. Heron for the use of Prospect Mountain for the town's radio station equipment. ESTES VALLEY RECREATION AND PARK DISTRICT - GOLF COURSE ENTRANCE ROAD: In a letter dated October 1, 1986, the Estes Valley Recreation and Park District (EVRPD) reported the homeowners of Fairway Club Condominiums deeded the entrance road to the golf course to the Recreation District. This deed guaranteed future access to the course by the public. The District would like the Town to assume ownership and maintenance of the property. Director Widmer advised the pavement was in poor condition; the road should be overlayed within the next 3 - 5 years. Approximate length of the road is 440'. Discussion followed, with the Committee recommend- ing the Town comply with the Recreation District's request; however, should the District be obligated to install landscaping along the road, such agreements will not be transferred to the Town. Town Board 10/28/86 - Revise #1 priority to: 1. (a) Reconstruct State Highway 7 from U.S. Highway 36 to Lexington Lane. (b) Reconstruct State Highway 7 from Lexington Lane to Town Limits. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - October 16, 1986 - Page three REPORTS: Mr. Louis O'Riordan questioned placement of political signs within the Town Limits. Mr. Riordan was advised temporary signs are not addressed in the Sign Code. The Town cannot regulate temporary signs of a political nature when placed on private property. Upon final inspection, the Town accepted and approved the Fish Hatchery Restoration Project. An existing, deteriorated fence was removed. The Committee recommends (1) blocking the two entrance points to negate destruction of the property; and (2) installation of a 3-strand smooth wire fence to define the Town's east property line on the north side of the river. 110 applications have been received for the Assistant Public Works Director position. Finance Officer Vavra will assist in the selection process. It is anticipated the Assistant Director will be hired within six weeks. Director Widmer presented a sketch of the West Riverside Park reconstruction. The park was originally built in 1976 and reconstruction will enable better use of the area and repair of the river bank. The park will be refurbished and construction will be accomplished in two phases, with Phase I being accomplished during 1986. Mr. Gary Shanafelt resigned his position as Shop Foreman effec- tive October 31, 1986. Director Widmer will be advertising the position. During the Annual Snow and Ice Conference held in Colorado Springs, members of the Public Works Department placed llth out of 22 teams in snowplow operation. Estes Park took 21st and 29th place out of 45 entries in operating a front-end loader. There being no further business, the meeting adjourned. Vickie O'Connor, Town Clerk OCT 2 81986
