OLD RANGER ROAD REQUEST FOR PAVING - CONTINUATION:
Messrs. Ty Morris and Charlie Wilson representing UNC, appeared
before the Committee to continue discussion concerning UNC's
request to pave Old Ranger Road above Lot 40 Elkhorn Club Estates
to UNC's property line. In a letter dated June 16, 1987, Mr.
William Sellner, Planner, advised UNC is not interested in
annexing at the present time. UNC desires to "maintain" the
property; they have no interest in "urbanizing" the area. In an
effort solve the access to their property, UNC is proposing to
pave the road at no cost to the Town. Discussion followed, with
the Committee recommending: (1) UNC be authorized to pave Old
Ranger Road above Lot 40 to UNC's property line at no cost to the
Town, (2) such paving installation to meet Town specifications,
and (3) UNC providing a "turn -around" for the Town's snowplowing
equipment.
1987 STREET IMPROVEMENT PROGRAM - REVIEW OF PROPOSED PROJECT7
Public Works Director Widmer presented the proposed 1987 Street
Improvement Program (a copy of which is attached and made a part
of the record of these proceedings by reference thereto). This
year's project proposes approximately two (2) miles of overlay,
three (3) areas for new paving, miscellaneous curbing, a seal
coat for streets overlaid in 1984 and '85, an overlay of the
American Legion Parking Lot, paving various gravel park paths and
pedestrian path widening and overlay for an estimated expenditure
of $133,714.00. The Department anticipates bidding the project
in July, with construction to take place in August/September.
The Committee recommends Public Works Director Widmer be au-
thorized to proceed with the project, returning to the Committee
with the bid results.
PROSPECT MOUNTAIN DRAINAGE PROJECT, PHASE II - REQUEST AU-
THORIZATION TO BID:
Director Widmer advised the design phase of the Prospect Mountain
Drainage Project, Phase II was nearing completion. The Depart-
ment desires to bid the project which would enable construction
to begin in the Fall. $210,000 was included in the 1987 Budget
for this project which will provide storm drainage west of
Highway 7 to the Hospital. The Committee recommends approval of
the request, returning to the Committee with the bid results.
MOCCASIN SADDLE ADDITION - REQUEST AUTHORIZATION TO ISSUE "RFP":
Annexation of the Moccasin Saddle Addition is proceeding. The
west side of Rock Ridge Estates to the existing road at the
Hospital must be surveyed to design the road and determine actual
right-of-way needed. An estimated expenditure for construction
is $126,000; approximately half of this estimate will be used for
right-of-way acquisition. Funds are available in the 1987 for

such surveying work. The Committee recommends approval of the
request.
UNIVERSITY HEIGHTS "ALLEY" - REQUEST FOR MAINTENANCE:
Director Widmer advised of a request for maintenance on the alley
serving 1024 University Drive in University Heights Addition. In
1960, when the addition was annexed, the plat contained a 20'
deadend alley. The alley serves three (3) summer residences. An
estimated cost to grade the alley is less than $1,000. The
Committee recommends staff contact, in writing, all residences
being served by the alley to obtain additional information,
returning to the Committee for further review.
WEBSTER RESUBDIVISION - REQUEST FOR REMOVAL OF ENCROACHMENT:
In a letter dated May 28, 1987, Kenneth C. Baylis requested
removal of encroachments on the alley running down the center of
the subdivision. Lon Kinnie, 263 Virginia Avenue, appeared
before the Committee substantiating the request. The alley was
dedicated for public use and various land owners have installed
fences negating access. Discussion followed with the Committee
recommending Town Attorney White issue a letter to the affected
property owners, requesting removal of all fences from the alley.
REPORTS:
The Committee reviewed the Customer Service Response Report for
May, 1987.
15 Residential Building Permits have been issued to date.
The Traffic Count is up 2i% as compared to the monthly and
year-to-date figures.
Director Widmer reported bids for the Municipal Building Roof
Project and Police Department Air Conditioner are due July 2,
1987. To allow the projects to proceed, a "special" Committee
meeting has been scheduled for Tuesday, July 7, 1987 at 12:00
Noon to review the bids and award the contracts.
Assistant Public Works Director Gerstberger advised that pursuant
to the Committee's request May 28, 1987, a local vendor was
contacted regarding the purchase of a microcomputer. Such a unit
has been purchased locally and installed.
The Parks Department completed installation of all plantings June
17, 1987; a total of 8,489 plants, plus hanging baskets were
utilized. Work has begun on the Highway 7 traffic island flower
beds.
There being no further business, the meeting adjourned.
