RECORD OF PROCEEDINGS public Works Committee April 16, 1987 Committee: Attending: Also Attending: Chairman Brown, Trustees Barker and Hix Chairman Brown, Trustee Barker Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Assistant Public Works Director Gerstberger, Bobbie McHenry, Chris Switzer, Clerk O'Connor Absent: Trustee Hix OLD RANGER ROAD REQUEST FOR PAVING - CONTINUATION: Public Works Director Widmer advised that William Sellner, Planner/UNC anticipates submitting an offer to the Town concern- ing the paving request. As the offer did not reach the Town in a timely fashion, the Committee recommends this item be continued to the next meeting date in May. ESTES PARK WOMAN'S CLUB - REQUEST TO USE BOND PARK: Ms. Bobbie McHenry, representing the Woman's Club, presented a Bond Park Use Permit Application for the Annual Book and Bake Sale scheduled July 17, 1987. All proceeds from the sale are donated to the Library. Ms. McHenry requested the Town waive all insurance requirements. Following discussion, the Committee recommends approval of the application, waiving all insurance requirements. ESTES PARK ARTISTS - REQUEST TO USE BOND PARK: Ms. Chris Switzer, representing the Estes Park Artists, presented a Bond Park Use Permit Application for an Old Fashioned Arts and Crafts Fair scheduled June 21, 1987. The organization is com- prised of visual artists which includes 90 members. The event is being sponsored by the Fine Arts Guild; the Certificate of Insurance is in order. Following discussion, the Committee recommends approval of the application. WIEST DRIVE PARKING LOT - REVIEW OF PEDESTRIAN SIGN: The aforementioned request was tabled by the Committee September 18, 1986 for further consideration in the Spring. The proposed pedestrian sign would be installed at the north side of the Wiest Drive Parking Lot, between Peacock Park and Wiest Drive. Discussion followed concerning the necessity of identifying the pedestrian access, and type and expense of the sign. If the sign is commercially prepared, an estimated expenditure if $675 plus installation. The Committee recommends approval of the sign, and in an effort to keep costs at a minimum, authorize the Public Works Department to prepare the sign "in-house." An effort should also be made to prepare as small a sign as-rpocae, 64277-vi-co!J4Lt tAg., 773 ,57;47!/ RADIO SHACK BUILDING DEMOLITION - DISCUSSION: The Committee reviewed two memorandums regarding demolition of the Radio Shack Building. EPURA has scheduled the building for demolition due to redevelopment projects. If the Town partic- ipated in the demolition, the property could be in an improved condition prior to the Summer season. An estimated expenditure for the Town is $1,258; URA's share would be $1,008. Following discussion, the Committee recommends approval of the joint demolition project. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - April 14, 1987 - Page two NATIONAL PUBLIC WORKS WEEK - DISCUSSION: The Committee discussed various events which the Town had spon- sored during National Public Works Week in the past. Director Widmer presented the following program for 1987: 1. Request the Mayor proclaim May 17 - 23, 1987 as Public Works Week. 2. Schedule an equipment show for one day at the Elementa- ry School during school hours. Various equipment will be displayed with Town staff personally attending to all equipment. In contacting the School, Principal Peterson stated he was in favor of the event. 3. An "Appreciation Lunch" be sponsored by the Town for the entire Department. 4. Publication of a "special feature" in the newspaper. An estimated expenditure for the program is $200. The Committee recommends approval of the program. MUNICIPAL BUILDING ROOF - AUTHORIZATION TO BID: The Committee reviewed a memorandum dated April 15, 1987 regard- ing re -roofing the entire Municipal Building. The existing roof is approximately 13 years and is in need of replacement. $35,000 was appropriated in the 1987 Budget for this project. The Committee recommends initiating the bidding process; bid pro- posals will be submitted for review by the Committee. MICROCOMPUTER - AUTHORIZATION TO BID: Director Widmer requested authorization to obtain bid proposals for a microcomputer for use by Assistant Public Works Director Gerstberger. Sufficient funds are in the 1987 Budget for such an expenditure. Anticipated uses for the computer are: development of a data base for the Water Department, preparation of reports, monitoring of remote facilities, project scheduling and network analysis. The unit will be "AT" compatible; investigation will take place concerning the possible shared used of the existing printer in the Public Works Department. The Committee recommends approval of the request; bid proposals will be submitted for review by the Committee. REPORTS: The Committee reviewed the Customer Service Report for March and Snowfall/Snowplowing Report. $30,000 has been expended in snowplowing to date compared to $28,000 for 1986. 70% of the property owners located in the Moccasin Saddle Addi- tion have executed Annexation Petitions. Staff will be submit- ting the annexation plat to the Board of Trustees in the near future. The plat will then be referred to the Planning Commis- sion. A total of seven (7) residential building permits have been issued to date. The Committee reviewed a letter dated March 12, 1987 submitted by Design Studios West to EPURA. The letter addressed the Town's inquiry of including an ice skating area in the Confluence Park redevelopment area. Bob Joseph, Technical Planner/EPURA present- ed a revised concept plan of the area. Further discussion will take place between the Board of Trustees and EPURA regarding the BRADFORO PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - April 14, 1987 - Page three possibility of including such an area prior to the preparation of construction drawings. Fleet Manager Shanafelt submitted a memorandum reporting on the APWA Seminar he attended in Salt Lake City, Utah April 2 - 3, 1987. The seminar proved very beneficial. Director Widmer reported on the Public Works Team Building Seminar which was held April 8th. The Department prepared a draft copy of a "mission statement." Committee members will review the statement and comment. The Committee reviewed a letter dated April 6, 1987 submitted by the State of Colorado Division of Parks and Outdoor Recreation to the Town. The Town could receive funding in the amount of $60,000 for the proposed West Riverside Park, Phase IV Project. There being no further business, the meeting adjourned. 2 Vickie O'Connor, Town Clerk
