RECORD OF PROCEEDINGS / Public Works Committee August 17, 1987 Committee: Attending: Also Attending: Chairman Brown, Trustees Barker and Hix All Trustee Dickinson, Public Works Director Widmer, Finance Officer Vavra, Assistant Public Works Director Gerstberger, Attorney Ann Schnelzer, Mr. and Mrs. Roger Arnold, Mrs. Virginia Adams, Jerry Palmer, David Tiemeyer, Clerk O'Connor Absent: Town Administrator Hill UNIVERSITY HEIGHTS "ALLEY" - REQUEST TO VACATE: On June 24, 1987, the Committee reviewed a request for mainte- nance on the aforementioned alley submitted by C. H. Ravesloot; the Committee recommended additional information be obtained. Adjacent property owners Roger Arnold, Virginia Adams and Milton Crow submitted a letter dated July 28, 1987 requesting the alley be vacated by the Town and legally transferred to the property owners. The property owners would grant a permanent access easement to the present and future owners of any and all lots adjacent to the easement. Attorney Schnelzer, representing the fourth property owner C. H. Ravesloot, also submitted a letter; the letter addressed the proposed road vacation. Dr. Ravesloot, desires the alley to remain a public access, not a private easement; however, Dr. Ravesloot would grant an easement for a cul-de-sac. The Committee recommends obtaining a written legal opinion from Town Attorney White addressing the legality of the Town vacating said alley. WOODLANDS SUBDIVISION PAVING AND LANDSCAPING - DISCUSSION: David Tiemeyer/Rocky Mountain Consultants, appeared before the Committee representing Jerry Palmer. Mr. Palmer is in the process of developing Woodlands Subdivision and has submitted the plat for annexation. Pursuant to Sections 16.16.020, 16.16.030 and 16.28.260 of the Municipal Code, the developer would be required to pave Axminster Lane from the end of the pavement within Devon Hills to the southern boundary of the proposed Woodlands Subdivision and from Pine Knoll Drive within One Thousand Pines to the northern boundary of Woodlands Subdivision. Mr. Palmer is seeking assistance in paving costs (approximately $2,000) for both roadway extensions. Traffic and water circu- lation could improve for adjacent property owners. Following discussion, the Committee recommends the Town expend $2,000 for paving to obtain an additional public access; such installation will be accomplished by the developer subject to Town standards. The developer is also providing two (2) cul-de-sacs on Woodlands Court. Landscaping, including an irrigation system, is being planned; Mr. Palmer explored the possibility of transferring the landscaped area of each cul-de-sac to the Town for all future maintenance. A favorable response was not offered by the Commit- tee at this time. LOT 9 PEAK VIEW ADDITION -- REQUEST FOR GUARDRAIL INSTALLATION: The Committee reviewed a letter dated August 3, 1987 submitted by Harold Busch, 761 Meeker Drive. Mr. Busch is requesting a guardrail located on the outside curve of Peak View Drive between Longs and Twin Drives to prevent additional property damage or serious injury due to traffic accidents. Upon inspection, staff is recommending the speed limit be reduced to 25 mph from Longs Drive east to Highway 7 and large chevron arrows be installed to more distinct- ly identify the curve in lieu of a guardrail. Guardrail instal- lation is relatively expensive ($2,500 - $3,000/100 if) and, if justified at this location, could. be equally appropriate at various other locations. Stating guardrails could have an adverse affect, the Committee recommends reducing the speed limit to 25 mph and installing the chevron arrows at this time. Mr. Busch will be notified of the Committee's recommendation and advised of the next meeting dates for Town Board and the Commit- tee. MOCCASIN CIRCLE DRIVE - SURVEYING PROPOSALS: As additional information is required, Director Widmer requested this item be tabled to September 17, 1987. PROSPECT MOUNTAIN DRAINAGE PROJECT, PHASE II - REVIEW OF BIDS: The Committee reviewed hid tabulation sheets for the Prospect Mountain Drainage Project, Phase II. Four firms submitted bids on the Reinforced Concrete (RCP) alternate and two firms submit- ted bids on the PVC alternate. Interstate Irrigation of Yuma, Colorado submitted the low bid in the amount of $134,017.50 for the RCP alternate. Staff verified the firm's references and received favorable responses. Construction will begin after Labor Day; weather permitting, construction should be completed within 90 days. Notice will be given as soon as possible to all affected commercial establishments. The Committee recommends awarding the bid in the amount of $134,017.50 to Interstate Irrigation, Inc. MONTHLY TELEPHONE CHARGES/CONSULTANT ANALYSIS - DISCUSSION: Due to a P.U.C. ruling in May, base rate telephone charges have been increased. Director Widmer submitted a summary of monthly base rate telephone charges identifying the former and new rate. An increase of approximately $445.19/month will result in a total yearly increase of $5,342.00. Minor Suma Corporation submitted a proposed Agreement in the amount of $900.00 to provide a "needs analysis" for the Town's telecommunications services. The consultant would review all aspects of the Town's services and prepare a written report detailing and documenting the results of the study. Staff verified the firm's references and received favorable responses. Following discussion, the Committee recom- mends entering into an Agreement with Minor Suma Corporation for $900.00 plus out-of-pocket expenses not -to -exceed $250.00. Phase II of the Agreement will be deleted in its entirety. PUBLIC WORKS SHOP FACILITY - OFFICE MODIFICATION: Director Widmer requested authorization to modify the shop facility to construct an office for the Street Superintendent. An 8'x9' portion of the interior could be modified to facilitate such an office. Two bids were received: Deats Construction $1,998.00 O'Reilly Construction $1,755.00 The Committee recommends proceeding with the project, accepting the low bid in the amount of $1,755 submitted by O'Reilly Con- struction. REPORTS: The Committee reviewed the July Customer Service Report and Residential Building Permits issued to date. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - August 17, 1987 - Page three The letter issued to all property owners in Webster Resubdivision addressing the encroachment upon the alley was reviewed. The letter requested all encroachments be removed from the alleyway on or before September 15, 1987. No further action was taken at this time. Pursuant to the Committee's recommendation of January 22, 1987, a letter was issued to all adjacent property owners located along the east boundary line of the Fish Hatchery Property advising of the Town's intention to fence said property line. The fence will block the private road and cul-de-sac that are encroaching on the Town's property. This item will be reviewed during the September Committee meeting prior to further action. The Municipal Building Reroofing Project has been completed. Renovation of the American Legion Parking Lot is underway. A new fence identifying the Town's property line is currently being installed.
