NEW LIBRARY BUILDING SITE EVALUATION - DISCUSSION:
Members of the Library Board appeared before the Committee and.
requested reconfirmation from the Town that the "Bond Park Site"
could be utilized for a. new library building should this site be
selected- Dennis McHenry advised that on February 20, 1986, the
Public Works Committee did authorize the Library Board to use
Bond Park.
The Library Board is evaluating Bond Park and the Birch/Bickel
Property. Preliminary building features include a two-story
structure with the building footprint containing approximately
9,000 square feet.
The following criteria was used to prepare the site evaluation
study:
• Convenience of year-round vehicular access.
• Pedestrian accessibility from residential and activity
centers.
• Probability of finding convenient parking upon arrival.
• Land cost.
• Site development cost, including sitework and landscap-
ing.
• Site utilization. suchas site access, building
orientation and footprint, and parking.
• Site characteristics such as views, environmental
impacts and special features.
• Simplicity of building configuration and.. capacity for
expansion.
Bond Park Site. Two (2) alternatives for placement of the
new building in Bond Park were presented; however, the
drawings do not reflect a final, decision as numerous de-
cisions have yet to he determined. The community has
expressed an interest in keeping the library in Bond Park.
Birch/Bickel Site. A firm selling price has not been
submitted for this property; however, the purchase price
could be approximately $150,000/acre. This property con-
tains a requirement that a pedestrian easement be maintained.

The Library Board's goal is to select a. site, inform the public,
and request formation of a Library District by means of a ballot.

With regard to the Bond. Park site, Committee members expressed
concern with minimum tree removal (a conservative approach must
be taken), future expansion, retaining the "common" or "town
green" conceptexisting in Bond Park, and retention of all
existing parking spaces.
General consensus and suggestions of the Public Works Committee
were: (1) the new building not exceed 9,000 square feet on one
level; (2) as much green. space as possible be preserved; (3) a
very conservative approach be used in determining whether any
trees must be removed.; (4) the existing structure he removed from
the site; and (5) the Board of Trustees receive an opportunity to
review the final design of the new library building.
