The Committee reviewed a letter dated November 19, 1987 submitted by Becky Glowacki, Postmaster/U. S. Postal Service. The Postal Service is requesting authorization from the Town to install an additional mail collection box on the sidewalk at 172 West Elkhorn Avenue. Mail would he collected Monday through Saturday at 12:00 Noon. Bob's Chevron. Station is also located at the aforementioned address; permission to access this property to collect mail would be a matter discussed between Mr. Howell and the Postal Service. Pursuant to Section 12.24 of the Municipal. Code, the Town could grant a "sidewalk encroachment" permit for such a purpose. Following discussion, the Committee recommends the Town grant a Sidewalk Encroachment Permit to the U. S. Postal Service to allow a mail collection box located at 172 West Elkhorn Avenue. PROSPECT MOUNTAIN STORM,EWER - USBR REQUEST FOR PAYMENT TO CROSS PENSTOCKS. The Committee reviewed a. letter dated November 4, 1987 submitted by Raymond Willms, Project. Manager/U. S. Bureau of Reclamation. Public Works Director Widmer advised that due to installation of the storm sewer included in the Prospect Mountain Drainage Project, a license, permitting the Town to cross existing penstocks, was required by the Bureau of Reclamation. Included with the license was an invoice in the amount of $1,089.45. Mr. Willms advised the BOR is authorized to recover administrative costs incurred in processing, inspecting and administrating licenses which permit crossing lands or facilities under the jurisdiction of the Bureau. Director Widmer reported on dis- cussions held with Town Attorney White concerning the legality of such a policy. Adequate funds are available in the contingency fund for this expenditure. Discussion followed, with. the Commit- tee recommending the Towncontinue inter -agency cooperation, authorizing payment in the amount of $1,089.45 to the Bureau of Reclamation. PAY TELEPHONES - REQUEST FROM MOUNTAIN TELECOM. Director Widmer presented a proposal submitted by Mountain %/ Telecom, Inc. requesting the Town lease its pay telephone space and receive a 12% commission/telephone. Currently, the Town's seven pay telephones are leaserBell; the commission paidto the Town varies based upon revenue collected from each unit. The most the Town could receive is 12%. Neither Mountain Bell nor the Town receives revenues for AT&T long distance calls placed through pay telephones. Mountain Telecom wouldreplace the telephones with a universal coin/credit card. pay telephone requiring 20; the increase from the 10 unit could substantiaaly affect revenues. The State of Wyoming has opted to lease their 75 pay telephones to Mountain Telecom. Prior to taking further action, the Committee recommends Mountain Telecom, Inc. submit a. "contract" identifying all benefits and costs involved. MOCCASIN STREET ALIGNMENT - UPDATE. As recommended by the Committee October 15th, a meeting t.o discuss the possibility of an improved street alignment for Moccasin Street was held with affectedland. owners. The proposed street could be greatly improved by lengthening the road which would. lessen the slope and by intersecting East. Riverside Drive at Crags Drive. The Committee recommends Director Widmer contin- ue negotiations with land owners and advise. REPORTS: The Committee reviewed the Customer Service Response Report for October. 33 Residential Building Permits have been issued t.o date. Valuations total $4,228,380.00. The Prospect Mountain Drainage Project is on scheduleand the contractor, Interstate Irrigation, Inc., has been very satisfac- tory. Carpeting for certain areas of the Municipal Building has been. ordered. 110 applications were received for the Engineering Technician Position; six applicants were interviewed. Pending confirmation by thc person selected, the vacancy could be filled. by November 30th. Director Widmer offered an update concerning bonding requirements for Cavell Excavating for the Cascade Diversion Structure.
