RECORD OF PROCEEDINGS Public Works Committee May 28, 1987 Committee: Attending: Also Attending: Chairman Brown, Trustees Barker and Hix All Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Assistant Public Works Director Gerstberger, Karen Parrack, Judy Black, William Sellner & Ty Morris/UNC, Clerk O'Connor Absent: None ESTES PARK VILLAGE BAND - REQUEST TO USE BOND PARK WITH TOWN WAIVING INSURANCE REQUIREMENTS: Karen Parrack, representing the Estes Park Village Band, appeared before the Committee advising the Band desires to hold. two (2) free concerts June 28th and July 26th, 1987. The Band is com- prised of volunteers who have sponsored free concerts in Bond Park in past years. The Band performs free -of -charge and there- fore is requesting the Town waive insurance requirements. All chairs and associated equipment will be provided by the Band. Monetary donations are not encouraged. Following discussion, the Committee recommends granting the use of Bond Park and, due to the low risk of liability, waiving the insurance requirements. NEW HORIZONS YOUTH GROUP - REQUEST TO USE BOND PARK: Judy Black/First Baptist Church, representing the New Horizons Youth Group, appeared before the Committee requesting the use of Bond Park July 11, 1987. Ms. Black advised the Youth Group does have liability insurance on all personnel and equipment. Mone- tary donations would. not be encouraged. The Group would provide music and puppet acts free of charge. The Committee recommends approval of the request to use Bond Park, accepting the Group's offer to provide a copy of their Certificate of Insurance, naming the Town as an. "additional insured." OLD RANGER ROAD REQUEST FOR PAVING - CONTINUATION: The Committee reviewed a proposal dated April 15, 1987 submitted by William Sellner/UNC concerning a cost/share project to pave Old. Ranger Road. UNC would pay for all construction costs, including base material, asphalt paving and. finishing for an estimated expenditure of $4,000. The Town would provide neces- sary engineering, site preparation, drainage and improvements, and road widening for an estimated expenditure of $1,500-2,000.00. UNC is experiencing a great deal of difficulty with access to their property. Old Ranger Road is paved just beyond the driveway serving Lot 40. Development to adjacent Lot 41 has not taken place and the road is unpaved to the end of the Town Limits. UNC's property is adjacent to Lot 41, outside the Town's boundary. Discussion followed regarding increased.. mainte- nance costs, where the Town's obligation lies with respect to paving and snowplowing roads, increased. traffic volume in an established residential area u0-. should the road be paved, alternate access, and annexation by UNC into the Town. The Committee recommends (1) UNC respond to the probability of annexation; and (2) should UNC submit an offer to pave Old Ranger Road at no cost to the Town, staff will request a written legal opinion from Town Attorney White. RECORD OF PROCEEDINGS Public Works Committee - May 28, 1987 - Page two MICROCOMPUTER - REVIEW OF BIDS: The Committee reviewed a memorandum dated May 27, 1987 submitted by Assistant Public Works Director Gerstberger concerning pro- posals and specifications for a microcomputer. Based upon inspection, the Wyse 286 was recommended for purchase. Dis- cussion followed with the Committee recommending staff investi- gate various models with local vendors. Following additional review, staff will be allowed to purchase the most economical and best -suited computer, not -to -exceed $5,500. FLEET MANAGEMENT CONFERENCE - AUTHORIZATION TO ATTEND: The llth Annual Regional Fleet Management Conference will be held in Utah July 15 - 17, 1987. Director Widmer requested Fleet Manager Shanafelt be authorized to attend. An estimated expendi- ture is $575.00. The Committee recommends approval of the request. PUBLIC WORKS "MISSION STATEMENT" - DISCUSSION: The Committee reviewed a "mission statement" for the Public Works Department. Staff will research such statements with various other municipalities and advise. No further action was taken at this time. REPORTS: The Committee reviewed the following reports: April Customer Service Response, Snowfall, Snowplowing Summary, Residential Building Permits (which indicated 12 permits have been issued to date), and year-to-date traffic counts (which indicated counts were up 121% over those figures in April, 1986). The former "Radio Shack" building was demolished by the Public Works Department at a cost of $1,137.00. The 1987 Public Works Week Program was very successful. The Moraine Restroom Remodeling Project is now 95% complete. The bollards have been installed on the river steps at Tregent Park.
