"LONGS PEAK PULLERS" DOG WEIGHT PULL - REQUEST TO HAVE TOWN HAUL
SNOW:
Mr. Phil Goerner appeared before the Committee requesting the
Town haul snow to the Stanley Village Shopping Center for the dog
pull scheduled February 21 and 22, 1987. Mr. Goerner advised the
event is being sponsored by Dan Wheeler/Stanley Village Shopping
Center. The Town approved the request last year and expended
approximately $350.00 in use of the dump truck, loader and water
truck. Discussion followed concerning the event being held on
private property which would increase the Town's exposure, and
conducting the "wheeled" event at the shopping center and the
snow track in the Chamber of Commerce parking lot. The Committee
recommends approval of the request if the event is held on public
property.
EAST BOUNDARY FENCE/FISH HATCHERY - DISCUSSION:
At its meeting held October 16, 1986, the Committee recommended
the Town block the two (2) entrance points and relocate a fence
identifying the Town's east property line located at the Fish
Hatchery. An on -site inspection has determined adjacent property
owners are encroaching on the Town's property by use of a private
road and cul-de-sac. Stating the Town would have difficulty in
selling the property if the use were allowed to continue, the
Committee recommends Town Attorney White notify the property
owners of the Town's intention to relocate the fence.
PAVING/FAWN LANE - REVIEW OF SURVEYING PROPOSALS:
Assistant Public Works Director Gerstberger submitted a memoran-
dum summarizing the surveying proposals, as follows:
Precision West $1,690.00
Van Horn Engineering $1,952.00
Estes Park Surveyors $3,865.00
Rocky Mountain Consultants $5,208.00
The Committee recommends awarding the contract in the amount of
$1,690.00 to Precision West.
MOCASSIN STREET - REQUEST FOR AUTHORIZATION TO SEEK SURVEYING
PROPOSALS:
Director Widmer advised a survey would be required to determine
if additional right-of-way would be needed on the lower portion
of Mocassin Street when the road is constructed for Mocassin
Saddle Addition. An estimated expenditure is $1,500.00. The
Committee recommends Director Widmer be authorized to seek
surveying proposals.
MORAINE RESTROOM RENOVATION - REOUEST FOR TOWN TO ACT AS CON-
STRUCTION MANAGER:
Director Widmer reported $24,000 was budgeted for interior
renovation of the Moraine Restrooms which were built over ten
BRADFORD PUBLISHING CO.

years ago. Desiring to complete construction prior to the summer
season, Director Widmer requested staff be authorized to act as
the Construction Manager and begin the project. Bids will be
requested for all components of work. Stating this approach
resulted in a savings to the Town in a similar project, the
Committee recommends approval of the request.
PROSPECT MOUNTAIN DRAINAGE PROJECT, PHASE II REQUEST AU-
THORIZATION TO SEEK ENGINEERING PROPOSALS:
The Committee reviewed a drawing indicating the location of the
Prospect Mountain Drainage Project, Phase II. The construction
route would be along Dunraven Street, and portions of Stanley and
Prospect Avenues. $210,000 was budgeted for this phase of the
project. The Committee recommends Director Widmer be authorized
to seek engineering proposals for Phase II.
CARPET INSTALLATION/MUNICIPAL BUILDING - REQUEST AUTHORIZATION TO
BID:
Also included in the 1987 Budget was $16,000 for new carpeting
for the Municipal Building. The Committee recommends Director
Widmer be authorized to bid the project and return to the Commit-
tee for further review.
FOOTBALL FIELD PARKING LOT - DISCUSSION:
At its meeting held December 19, 1985, the Committee delayed
further action on this lot due to Streetscape III and the "Wel-
come Center." EPURA was to perform the design and the Town was
to perform all construction. Discussion followed regarding the
possible increase of parking spaces in Lot #1, bus parking
designation, compact car designation, and increasing the usage in
Parking Lots 1 (Municipal east) and 8 (Municipal Building). The
Committee stated the Town is interested in reviewing a new
conceptual plan if supplied by EPURA.
ELM ROAD SEWER COLLECTION LINE AGREEMENT - REVIEW:
The Committee reviewed the Agreement between the Upper Thompson
Sanitation District and the Town for the sewer collectionline
located on Elm Road. The Agreement is a joint project shared by
four governmental agencies; the Town's share is approximately
$18,000.00. This project was budgeted in 1987. The Committee
recommends approval of the Agreement subject to review by Town
Attorney White. Staff will also investigate the Town's sewer
taps in this area.
REPORTS:
A graph was presented which indicated total snowfall is 58% cf
1985. To date, the Public Works Department has plowed a total 32
days for an expenditure of $16,992.
The preliminary survey for the Mocassin Saddle Addition has been
completed; the project is 2 - 3 weeks ahead of schedule.
The Committee discussed the status of the "site study" for the
shop facilities and recommends a review of the previous DMJM
study and on -site inspection take place in February.
There being no further business, the meeting adjourned.
