Milt Ericson was present on behalf of Rotary and EVIA, requesting
that the Town assume maintenance for this area. Mr. Ericson stated
that members of both organizations would clean up the area this
spring, prior to the Town's assuming responsibility. Director
Widmer stated that, although there are no budgeted funds for this
area, the Town could schedule maintenance for the Summer season at
an approximate labor cost of $840.00. The Committee recommends
accepting the maintenance of this area with a recommendation for
redesign in the 1988 budget. The Committee recommends a letter from
the Mayor be forwarded to the clubs involved in this project,
thanking them for their participation.
REQUEST TO USE BOND PARK FOR TEDDY BEAR PICNIC JUNE 20, 1987
Town Administrator Hill stated that on May 13, 1986, the Board of
Trustees adopted a Town requirement that those persons or entities
using Town properties for their own events provide a certificate of
insurance indicating general liability insurance coverage, naming
the Town of Estes Park as an "additional insured". Although the
Teddy Bear Picnic was held as scheduled in July 1986 (without
additional insurance) the Committee recommends that in this instance
the insurance requirements not be waived

reviewed a 1972 conceptual drawing of the landfill area, in addition
to a present map of the Town's property and adjacent land. The
Committee requested that Town Staff research adjacent properties and
determine the value of highway frontage in this area. The Committee
also requested Staff to condense the 1972 study, comparing it with
present statistics and submit those findings to the Committee.
MOCCASIN STREET - REVIEW OF SURVEYING PROPOSALS
The Committee reviewed a memo from Assistant Director Gerstberger to
Director Widmer dated February 18, 1987 which summarized proposals
received from four surveying firms. The proposed project consists
of surveying, monumentation and mapping of that portion of Moccasin
Street within Moccasin Addition. Proposals received were:

The Committee recommends accepting Estes Park Surveyors' proposal in
the amount of $1,225.00.

PROSPECT MOUNTAIN PHASE II DRAINAGE PROJECT
The Committee reviewed a memo from Assistant Director Gerstberger to
Director Widmer dated February 19, 1987 regarding a Request for
Proposal which was sent to seven engineering firms qualified in the
design of storm drainage projects. Four proposals were received and
cost estimates ranged from $6,970 to $16,500, excluding utility
relocation design and construction management. The Committee
recommends accepting the proposal from Rocky Mountain Consultants in
the amount of $6,970.00 and approving Staff's request of an
additional $1,500 to cover utility relocation design costs.
MOTOR VEHICLE EQUIPMENT MANAGEMENT - REQUEST TO ALLOW FLEET MANAGER
TO ATTEND SALT LAKE CITY SEMINAR
The Committee recommends that the Town's Fleet Manager be authorized
to attend the above seminar on April 2-3, 1987 at a not -to -exceed
cost of $600.00.
TREGENT PARK - DISCUSSION OF RIVER STEP BOLLARDS
The Committee reviewed Engineering Technician Mike Mangelsen's memo
to Assistant Director Gerstberger dated February 20, 1987 and
recommends that the project be completed at an estimated cost of
$3,500.00 to $4,000.00.
ICE SKATING AREA - DISCUSSION OF REFERRAL FROM TOWN BOARD
Todd Shanafelt and Adam Oliver were present to address the Committee
regarding a 120 signature petition which was recently submitted to
the Town Board and referred to the Public Works Committee. The
students are requesting an ice rink/warming shed to be installed in
the South parking lot at the Estes Area Chamber of Commerce.
Committee members noted that past attempts to install ice rinks at
various locations within the Town have not succeeded, due to the
warm/sunny winter days which the Estes Valley experiences, thereby
allowing the ice to melt and requiring constant maintenance. In
addition, policing/fencing of the area are other factors to
consider.
Following discussion, including the inability of ice rinks to stay
frozen without benefit of shade, the Committee recommends EPURA
research the possibility of including this type of facility within
the Dark Horse Plaza area. Technical Planner Bob Joseph stated the
Authority would attempt to determine whether this type of project
could be incorporated into the Dark Horse Plaza design.
REPORTS
1. Snowplowing to Date - Director Widmer presented a report through
February 19, 1987 which itemizes 1986-1987 costs of snowplowing and
a chart indicating Estes Park's snowfall for the period 1983-1986.
Year-to-date storm costs (October 11, 1986 - February 19, 1987)
total $22,482.23.
2. Moccasin Saddle Addition - The Committee reviewed a preliminary
plat of this addition and recommends Staff proceed with the
annexation petitions.
3. Residential Building Permits - Director Widmer presented charts
indicating year-to-date and total yearly residential permits for the
Town of Estes Park (1979-1986).
4. US 34 Traffic Counts - Director Widmer presented a graph showing
year-to-date and total yearly traffic counts on Highway 34/Mall Road
(1978-1986).
