Chairman Aldrich called the meeting of the Public Works Committee
to order at 2:00 p.m.
RECLAMATION SUBDIVISION CURBS & SIDEWALKS
Public Works Director Widmer reported the Town has received a
letter from Reclamation area property owners expressing concern
about the deteriorating conditions of sidewalks and curbing in
that subdivision. The property owners are also requesting the
town re-examine that part of the Municipal Code which states it
is the duty of property owner to make such repairs.
Mr. Bob Dike, 220 2nd Street, spoke to the Committee stating that
the Reclamation Subdivision is the only subdivision within the
town with sidewalks and curbs. He feels for this reason the code
is unfair and would like to see it revised whereas maintenance
and repair work would be done by the town.
Mr. Fred Calender, 261 So. Court, addressed the Committee stating
that sidewalks in his immediate area were not too bad but when
walking to some of the other areas in the subdivision, there were
hazardous sidewalk areas.
Elsie Graham, 205 3rd Street, commented there were many
handicapped people in this subdivision and it was very hard for
them to get around in the area. She feels part of the
deterioration problem is from snow being piled on the sidewalks
and the constant melting and freezing conditions.
Other property owners with comments about sidewalk conditions
were Laura Wilson, 160 3rd St., and Lyle Franz, 219 3rd. St.
Director Widmer advised that replacement of all sidewalks would
cost approximately $300,000, with replacement cost of the areas
needing immediate attention between $20,000 to $30,000.
Discussion followed regarding the possibility of repairing just
areas that were in the worst state of deterioration. Town
Administrator Klapnake noted that the concrete in this area was
close to 50 years old and once signs of stress has started, the
patching process would increase.
The property owners were asked it they would be agreeable to
sharing the cost of repair with the town and the concensus was
that they first would like to see a proposal with cost estimates.

REPORTS
The Committee reviewed monthly reports for October, including the
Citizens Service Response, Building Permits and Valuations, and
Snow ridge removal. To date 10 people have requested and met the
criteria for snow ridge removal. Information concerning this
service has been posted at the Senior Citizens Center.
Director Widmer advised that we have a contract for striping the
streets and will start as soon as weather permits.
As the remaining agenda items would contain discussion concerning
legal matters in the Golf Course boundary dispute and property
negotiations for the Moccasin Street alignment, it was the
concensus of the Committee to enter executive session.
Chairman Aldrich adjourned the meeting to executive session at
2:35 p.m.
At 3:45 p.m. the Committee reconvened. There being no further
business, the meeting was adjourned.
