EPURA REQUEST FOR VACATE OF A PORTION OF EAST RIVERSIDE DRIVE FOR
"BOYD BUILDING."
The Committee reviewed a memorandum dated February 19, 1988
submitted by Executive Director Anderson. Redesign of the Boyd
Building has been a major item in EPURA's negotiations with the
developer, Wagner Enterprises. The east wall of the building is
almost directly upon the east property line. The Board of
Adjustment -sr-iH- -be corrsideing a variance addressing the east
%44J4:wall setback. Adjacent to the east wall is a 60'-wide
right-of-way for East Riverside Drive; a 6' sidewalk exists in
this right-of-way. EPURA will widen the sidewalk to 8' and the
developer desires roof overhang on the east wall and a brick
facade which will encroach into the right-of-way. EPURA suggest-
ed the Town vacate a 3'-wide strip of land along the building to
allow the 2'10" overhang and the 4" brick facade wall encroach-
ment. The developer or EPURA would rededicate to the Town, a
perpetual easement for pedestrian and right-of-way uses. Town
Attorney White advised the Town had two options: (1) vacate the
right-of-way or (2) grant a revocable license to EPURA or the
developer to use the strip of land. Attorney White expressed
liability concerns with regard to private use occurring on public
Town property. Discussion followed concerning height limitations
for architectural projections, and remuneration for the strip of
land. The Committee recommends approval of a vacation easement
for a maximum of 3'', with the developer rededicating the easement
to the Town. The developer must also conform to the Municipal
Code pertaining to vertical height limitations.
EPURA - REQUEST TOWN ASSISTANCE IN DEMOLITION OF "ARCADE" BUILD-
ING.
Public Works Director Widmer advised EPURA has requested assis-
tance in demolishing the "arcade" building. The Town participat-
ed in a similar project in 1987 when the former "Radio Shack"
building was removed. Director Widmer advised EPURA would be
responsible for the dump fees and the Town would incur all labor
charges (approximately $2,000). Following discussion, the
Committee recommends approval of EPURA's request that the Town
participate in the demolition of the arcade building.
EAST RIVERSIDE RESTROOM RENOVATION - REQUEST AUTHORIZATION FOR
STAFF TO ACT AS GENERAL CONTRACTOR.
The 1988 Budget contains funds for the renovation of the East
Riverside Restrooms. As in the renovation of the Moraine and
Municipal Building Restrooms, Director Widmer requested staff be

authorized to act as the general contractor for the project. The
renovation does not include the exterior of the building. The
Committee recommends staff be authorized to act as the general
contractor for the East Riverside Restroom Renovation Project.
DUMP/SNOWPLOW AND PAINT MACHINE - REQUEST AUTHORIZATION TO SEEK
BIDS.
Also budgeted in 1988, was the purchase of a 2-Ton Dump/Snowplow
and paint machine. A 1978 Ford snowplow will be used as a
trade-in vehicle. The Committee recommends Director Widmer be
authorized to obtain bids on the equipment, returning to the
Committee for further review.
1988 PARK BUDGET - REVIEW OF POTENTIAL MODIFICATIONS AND REQUEST
AUTHORIZATION TO SEEK BIDS ON VEHICLE.
1988 Park Budget. The Committee reviewed a memorandum dated
February 12, 1988 concerning possible revisions to the 1988 Park
Budget submitted by Director Widmer. Based upon 3 permanent and
10 seasonal workers, $108,500 was budgeted for staff salaries.
The requirement for 4 of these workers was based upon EPURA's
mandate for 12-hour, 7-day coverage of Confluence Park. By
reducing maintenance to 10-hour, 7-day coverage, seasonal workers
could be reduced to 6, using 38 man -months in lieu of 60, result-
ing in a decrease in the staff salary account to $89,200.
Vehicle. The 1988 Budget included the purchase of 2
"trucksters." In reviewing park equipment, the purchase of one
Daihatsu lift bed vehicle appears to be much more versatile.
Director Widmer requested authorization to seek bids for the lift
bed vehicle.
The Town will invoice EPURA for all labor spent on Confluence
Park by the Public Works Department. The proposed Park Budget
revision would impact the revenue recovered from EPURA and the
net savings to EPURA and the Town would be $19,288. The Commit-
tee recommends approval of the revision to the 1988 Park Budget
and recommends Director Widmer be authorized to solicit bids for
the budgeted parks equipment, returning to the Committee for
further review.
MANAGEMENT SEMINAR - REQUEST AUTHORIZATION TO CONDUCT ONE -DAY
SEMINAR.
Last April, the Public Works Department conducted a
"team -building" seminar for its management team. The expenditure
of $772 was used for the conference facilities, supplies, and
facilitator. The department would like to conduct a similar
one -day session this spring, which would focus on specific
management skills. Following discussion, the Committee recom-
mends Director Widmer be authorized to conduct the one -day
seminar for an estimated expenditure of $750.
REPORTS.
The Committee reviewed the Customer Service Response Report for
January.
Snowplowing to date is 32% higher than the same time last year.
One residential building permit was issued during the month of
January.
There being
