Chairman Aldrich called the meeting of the Public Works Committee
to order at 3:00 P.M.
BOND PARK - REVIEW OF PERMIT APPLICATIONS.
Estes Park Village Band - Gary Elting, Director/Estes Park
Village Band, appeared before the Committee requesting the band
be allowed to perform concerts in Bond Park June 26, July 31, and
August 28, 1988. Mr. Elting also requested the insurance re-
quirements be waived. Should the amphitheatre area be completed
in Riverside Plaza, Mr. Elting advised the band could relocate.
The Committee recommends approval of the request to use Bond
Park, waiving all insurance requirements.
Steve & Susan Swickard - Mr. and Mrs. Swickard appeared before
the Committee requesting "The Talking Teddy" be allowed to
sponsor the 4th Annual Teddy Bear Picnic in Bond Park. Enter-
tainment will also be provided. The Talking Teddy has been
allowed to use the Park for the past three years; insurance
requirements have also been waived. The Committee recommends
approval of this request, waiving all insurance requirements.
Woman's Club of Estes Park - Bobbie McHenry, representing the
Woman's Club, appeared before the Committee seeking approval to
use Bond Park July 22, 1988 for the Annual Book and Bake Sale
which benefits the Library. Ms. McHenry also requested the
insurance requirements be waived. The Committee recommends
approval of the request, including a waiver of all insurance
requirements.
EAST RIVERSIDE RESTROOM RENOVATION - DISCUSSION.
The Committee viewed a video tape of existing conditions of the
East Riverside Restroom, and reviewed a memorandum dated April
28, 1988 submitted by Public Works Director Widmer. Bids have
been taken on individual construction items for the renovation of
the aforementioned restroom. Pursuant to federal law, all new or
substantially renovated public buildings must meet handicap
standards. The handicap requirements and clearances for the
stalls and open areas cannot be met utilizing the existing floor
plan and "tank -type" toilet fixtures. The memo contained Alter-
nate #1 - "new fixtures" and Alternate #2 "old fixtures."
Alternate #1 reverses the existing facilities, provides a jani-
tor's room, and meets all handicap requirements. Replacing the
toilet fixtures with "flushometer" units necessitates a larger
water tap, fixture value payments, and replacement of the
existing water service line. The budget estimate did not include
upgrading the service line, paying a tap fee and fixture values.
Alternate #2 uses the same modified floor plan with a janitor's
room; however, existing tank -type toilets would be retained.

These units are prone to maintenance and vandalism. The subtotal
Budget items include carpentry, plumbing, tile, electrical,
partitions and miscellaneous --Alternate #1 = $30,999; Alternate
#2 = $27,967. With the service line upgrade, the grand total
comparison is $47,686 vs. $28,967. The 1988 Budget line item for
this project was $25,000; however, a re -allocation of funds
within the Budget could be accomplished. Items discussed
included funding, the proximity of the restroom to Riverside
Plaza, and the heavy use of the facility. The Committee
recommends Alternate #1 be selected, authorizing Public Works
Director Widmer to proceed immediately. The project could be
completed by July 1, 1988 in conjunction with Riverside Plaza.
U.S. HIGHWAY 36/STATE HIGHWAY 7 INTERSECTION RECONSTRUCTION -
REPORT.
Director Widmer displayed drawings of the U. S. Highway 36/State
Highway 7 Intersection Reconstruction being proposed by the State
Highway Department. Existing traffic islands will have new
configurations, Highway 7 will be modified to contain four (4)
traffic lanes, the two-way traffic in front of the American
Legion will be reduced to one lane, and a traffic signal light
will be installed on Highway 7. The Highway Department is
proposing parking along the Village Square Shopping Center south
be converted from diagonal to parallel parking. Town staff has
requested the Highway Department schedule a public meeting in
Estes Park; said meeting will take place May 19, 1988 at 7:00
P.M., in Room 100 of the Municipal Building. Pending approval by
the State, it is anticipated the project could begin after Labor
Day. Director Widmer reported the landscaping improvements at
the traffic islands will be delayed pending the reconstruction.
The Committee, as well as staff, requested they be identified as
being in "favor" of the project.
PUBLIC WORKS WEEK - UPDATE.
Director Widmer reported that in honor of Public Works Week May
15th - 21st, an "employee appreciation luncheon" will be held May
16th. The Mayor and Board of Trustees are invited to attend.
Various items, including a foliage demonstration, will be
displayed in the Transit Center May 18th. A "flyer" identifying
the foliage will be given to all attendees. The Department also
intends to perform various work tasks at the Museum.
REPORTS.
The Committee reviewed the Monthly Reports, including the Custom-
er Service Response, Snowplowing, and Residential Building
Permits, for the month of March.
The Department Management Team attended a Management Seminar in
Denver which was sponsored by "Dr. COG."
l total of 872 wooden street signs have been replaced inside Town
Limits which marks the end of a three-year project.
As the next item for consideration dealt with property nego-
tiation, Trustee Barker moved the Public Works Committee enter
Executive Session. Trustee Habecker seconded the motion and it
passed unanimously.
As the Committee would be entering Executive Session, Chairman
Aldrich adjourned the Public Works Committee meeting at 4:10 P.M.
