Chairman Aldrich called the meeting of the Public Works Committee
to order at 2:00 P.M.
EPURA - REQUEST TO USE PORTION OF RIVERSIDE PLAZA FOR SIDEWALK
CHALK MURAL.
Executive Director Anderson advised that an all -day "Children of
all Ages" Festival has been scheduled on Saturday, September 2nd.
One of the activities being considered is the creation of a
sidewalk chalk mural on the sidewalk/driveway south of the Wagner
Building, adjacent to Riverside Plaza. The chalk is washable,
will not leave any residue, and EPURA anticipates a natural
removal (rain). The mural will be under the direction of Lynda
Vogel. The Committee recommends approval of the request, sug-
gesting Director Anderson notify the Police Department of the
all -day events scheduled September 2nd.
1989 STREET IMPROVEMENT PROJECT - REVIEW OF BIDS.
The Committee reviewed the following bids for the 1989 Street
Improvement Project:

989 WATER SYSTEM LOOPING PROJECT - REVIEW OF BIDS.
The Committee reviewed the following bids for the waterline which include Chapin/Chiquita Lane, Graves
Avlooping projects, Circle Drive, and Country Club

The Committee recommends accepting the low bid in the amount of
$135,336.00 submitted by Spencer Construction.
LARIMER COUNTY - 1990 PROJECT REQUESTS.
Director Widmer reported the County Hearing Process used by the
Colorado Highway Commission to gain input on potential projects
for future State Highway 5-year plans has been revised. In an
effort to provide for more local involvement in the process, two
meetings at the local/regional level and one hearing with the
State Highway Commission are being scheduled. The Committee
recommends submittal of the previous two projects, as follows:
State Highway 7 from U. S. Highway 36 to the Estes Park Town
Limits; and
Widening of U. S. Highway 34 east of Estes Park, from the
existing three -lane section to the Intersection of State
Highway 7 and U. S. Highway 36.
In addition, the Committee recommends Director Widmer attend the
September llth meeting to express the importance of the first
project as it relates to the proposed conference center.
SEPTEMBER MEETING DATE - REVISION.
As Committee members will be unavailable for the meeting
scheduled September 21st, the Committee recommends the meeting
take place September 14th at 3:30 P.M.
REPORTS.
The Committee reviewed the Customer Service Response and Water
Reports for July. The highest water usage for the past ten years
was reached in July.
Assistant Public Works Director Linnane and George Clausen/RMC,
briefed the Committee on current water projects. The preliminary
report for the Marys Lake Treatment Plant should be received by
November 1st; the Corrosion Study and Fall River Transmission
Line Reports should be received by October 1st, and RMC has
submitted final design reports for the Fall River Plant Valve,
and preliminary report for the Data Acquisition System.
Work is progressing satisfactorily on the Western and Northern
Intertie Projects.
Recently, the pump failed at the Big Thompson Treatment Plant.
The Town is now receiving its water supply from the Glacier Creek
Plant. Staff anticipates having the Big Thompson Plant back on
line prior to Labor Day.
The Town is involved in discussions with the County and State
Highway Departments for a joint -use sand and salt storage facili-
ty. All entities could share in the expense and be relieved of
open storage concerns. Additional information will be provided
when the project nears finalization.
Discussion was held concerning signage for eastbound traffic on
U. S. Highway 36/State Highway 7/Stanley Avenue. The Committee
recommends Director Widmer and Chief Racine advise the Highway
Department of the Town's concerns relating to such signage.
The Committee adjourned at 3:01 P.M. to tour the Moccasin Street
Alignment Project.
