RECORD OF PROCEEDINGS ✓ Special Public Works Committee July 6, 1989 Committee: Chairman Aldrich, Trustees Barker and Habecker Attending: All Also Attending: Mayor Dannels, Trustees Dickinson, Garrett, and Hix, Town Administrator Klaphake, Public Works Director Widmer, Assistant Public Works Director Linnane, Becky Glowacki and H. J. Buchanan/U. S. Postal Service, Clerk O'Connor Absent: None Chairman Aldrich called the special meeting of the Public Works Committee to order at 3:32 P.M. U. S. POSTAL SERVICE/HOME MAIL DELIVERY - DISCUSSION. A special meeting was called to review and discuss the require- ments for home mail delivery with representatives from the U. S. Postal Service. The requirements include: population/delivery size, improved lots, street surfacing, street names/numbers assigned, street signs/numbers installed, box installation/servicing, walks, mail receptacles or doorslots installed. H. J. Buchanan, Manager of Delivery and Retail Programs/U. S. Postal Service, advised that the Regional Post Master General will consider the Town's application for approval/disapproval. All requirements must be met prior to the Post Office performing a study. Preliminary investigation indicates that the majority of the requirements have been met. "City delivery" is not, however, a speedy process. Mr. Buchanan identified the following steps the Post Office will follow prior to submitting an applica- tion: 1. Obtain a city map. 2. Begin plotting potential mail delivery areas. 3. Verify all plotting. Following verification, the Postal Service will meet with the Committee to present various scenarios for further consideration. Discussion included: 1. P. O. Box rental rates - said rates will be increased when city delivery is made available. 2. Changes of Address - all residents will be required to change their address to reflect their delivery route. The Post Office will forward mail for one (1) year at no charge; however, mail will be delayed by approximately 1 day for this service. When questioned if a business could "transition" into the city delivery and retain a rental box, Mr. Buchanan confirmed this option was available. 3. Cluster boxes - the Post Office believes "cluster boxes" are the most efficient and least expensive method of delivering mail. The boxes are provided by the Postal Service at no charge and contain either 8, 12, or 16 BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Special Public Works Committee - July 6, 1989 - Page two individual mail boxes. All maintenance on the boxes is performed by the Postal Service. Each cluster contains an "outgoing" mail slot, and, as warranted, a locked parcel box. 4 Door-to-door delivery - The downtown area may receive door-to-door delivery as parking space is limited. 5. Curbside Delivery - In certain instances, individual boxes may be installed. In this instance, it will be the homeowner's responsibility to ensure the area is clear of snow, etc. 6. Annexation - any area that could be annexed would receive city delivery provided the area met all of the aforestated conditions. 7. Program Implementation - city delivery could be imple- mented by next Spring. The Committee commended Mr. Buchanan on his "straight forward" approach this date, and pledged their support. In an effort to retain continuity in this effort, Mr. Buchanan advised he will issue progress reports to Public Works Director Widmer.
