Attending: Also Attending: All Mayor Dannels, Trustee Garrett, Public Works Director Widmer, Finance Officer Vavra, Assistant Public Works Director Linnane, Darold and Lois Rohrbaugh, Clerk O'Connor Absent: Town Administrator Klaphake Chairman Aldrich called the meeting of the Public Works Committee to order at 2:02 P.M. CASTLE MOUNTAIN ROAD - PROPERTY OWNERS REQUEST TOWN TO CONSTRUCT AND MAINTAIN ROAD. Mayor Dannels referred this item to the Committee during the Town Board meeting held January 24, 1989. All of the affected proper- ty owners are requesting the Town assume ownership of Castle Mountain Road, including construction, surfacing, and mainte- nance; more specifically, provide a 20' paved road, two (2) street lights, a street sign identifying "Castle Mountain Road" at the junction of Highway 34 west and Castle Mountain Road, and one (1) fire hydrant. Assistant Public Works Director Linnane reported preliminary cost estimates for this project were $31,000, including all road preparation, paving, street lights, and fire hydrant. Director Widmer reported staff is requesting authorization to solicit surveying proposals. $150,000 was budgeted for street improvements; however, due to projects currently underway, adequate funds may not be available to include this road during 1989. Design work and right-of-way acquisition could take place in 1989, with actual construction in 1990. This addition is similar to other gravel roads in the Fall River Addition, whereby the Town advised they would pave and maintain streets if the property owners would dedicate a 30' right-of-way. Discussion followed, including confirmation of the area's private water system and location above the Town's "blue line", potential future development of the area, and the high cost of developing low -density housing projects. The Committee recommends staff be authorized to request surveying proposals, returning to the Committee for further review. WATER CONSULTING SERVICES - REVIEW OF CONTRACT. Public Works Director Widmer submitted a memorandum summarizing the Water Consulting Services Contract between Rocky Mountain Consultants and the Town. The Committee reviewed all amendments to the preliminary draft of the Contract, including the Orga- nizational Chart. The original proposal totaled $239,520; revised prices total $187,562; however, construction inspection manhours will be negotiated and added when design is completed. The Committee noted their pleasure in the selection process, particularly, that the local firm, Rocky Mountain Consultants, was successful. The Committee recommends approval of the Con- tract. REPORTS. The Committee reviewed the Customer Service Response, Driveway Snow Ridge Removal, and Water Reports for January. Due to the recent snow storms, snowplowing manhours are up 49% from the same period in 1988. Director Widmer noted his appreciation to the BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - February 16, 1989 - Page two State Highway Department for their assistance in snow ridge removal efforts. The Colorado Highway Department has received bids for their U. S. Highway 36/State Highway 7 Project. Bids were 3% lower than the engineer's estimate. The Town may join the Highway Department to ensure a concrete sidewalk is constructed from the crosswalk located on First Street to Stanley Avenue. Funds have been budgeted for such a purpose. Additional information will be forthcoming. The Town has closed on the second parcel for the Moccasin Street Alignment Project. Staff will continue to negotiate on remaining parcels. Staff expressed concern with the loosely structured approach in obtaining the minimum number of signatures required on the petition for home mail delivery. Following discussion, the Committee recommends staff seek community sponsors to obtain and circulate petitions. Director Widmer reported that an official request may be made for the Town to assume ownership and maintenance of the circle drive in Fairway Subdivision. Chairman Aldrich expressed his appreciation to former Water Committee Chairman Dickinson for his involvement leading to the selection of the Water Consultant, Rocky Mountain Consultants. There being no further business, Chairman Aldrich adjourned the meeting at 3:27 P.M. Director Widmer advised he would be conducting a tour of the Park Shop immediately following the meeting.
