RECORD OF PROCEEDINGS /Public Works Committee September 14, 1989 Committee: Chairman Aldrich, Trustees Barker and Habecker Attending: Chairman Aldrich, Trustee Barker Also Attending: Town Administrator Klaphake, Public Works Director Widmer, Finance Officer Vavra, Assistant Public Works Director Linnane, Mr. and Mrs. Fred Calendar, Mr. and Mrs. Bob Dike, Elsie Graham, Doug Schlarbaum, Lora Wilson, George Clausen, Clerk O'Connor Absent: Trustee Habecker Chairman Aldrich called the meeting of the Public works Committee to order at 3:31 P.M. RECLAMATION SUBDIVISION CURB, GUTTER AND SIDEWALK - DISCUSSION. In a memorandum dated September 7th, Public Works Director Widmer briefed the Committee on events to date concerning the curb, gutter, and sidewalk issue in the Reclamation Subdivision. Discussion followed, concerning the background, existing Town Ordinance, sidewalk requirements in other communities, Reclama- tion Subdivision sidewalk conditions, options, other issues, and staff recommendations. The Committee also viewed a slide presen- tation of sidewalk conditions in the subdivision. As the subdi- vision predates the adoption of the sidewalk ordinance, thus creating a unique circumstance, the Committee recommends: (1) accepting the repair and replacement responsibilities for the perimeter walks of the residentially -zoned areas; (2) accepting the maintenance and snow removal responsibility for the new walk along U. S. Highway 36 and State Highway 7 from Stanley Avenue to First Street; and (3) accepting the snow removal responsibility for the walk on the east side of State Highway 7 from Second Street to Fourth Street, installing new 8' wide concrete walks, curb, and gutter as future budgets permit. Pending budget constraints, the curb, gutter, and sidewalk within the subdivision could be installed in the Spring/Summer of 1990. The residential property owners would be responsible for all repair, replacement, and snow removal of all internal walks, plus all debris and snow removal from the exterior sidewalks except those along State Highway 7; all commercial areas would still be responsible for all repair, replacement, and snow removal of their sidewalks. The Committee suggests staff send letters to summer residents advising the property owners of the curb, gutter, and sidewalk recommendations, including the existing ordinance pertaining to debris removal. CASTLE MOUNTAIN ROAD - DISCUSSION. The Committee reviewed a letter dated August 29th, submitted by property owners along Castle Mountain Road advising that they intend to acquire Lot 5, Caswell Subdivision which should provide sufficient right-of-way to pave Castle Mountain Road. A prelimi- nary plat, indicating the right-of-way dedication, has been submitted to the Planning Commission. The Town may realize both a savings in time and money spent by coordinating the survey with design of the road. The Committee recommends re -activating the project, authorizing funding for the surveying, including road right-of-way monumentation. The funding will not be expended until such time as the final plat is approved. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - September 14, 1989 - Page two REPORTS. The Committee reviewed the Customer Service Response, Water Reports for August. Water billed is up 6.4%, and revenues are up 13.4%. Assistant Public Works Director Linnane reported on the Western and Northern Interties, Moccasin Alignment, 1989 Street Improve- ment and Water Looping Projects currently underway. Director Widmer reported on the recent State Highway Commission meeting concerning the 1990 five-year State Highway Plan. An additional meeting will be forthcoming. The Town has received the fleet management computer system. The fuel management hardware and software will be delivered this fall. There being no further business, Chairman Aldrich adjourned the meeting at 4:29 P.M. to Executive Session to discuss the PROSPECT MOUNTAIN WATER COMPANY. PROSPECT MOUNTAIN WATER COMPANY. Staff is in receipt of a letter submitted by Bob Heron/Prospect Mountain Water Company inquiring if the Town may be interested in acquiring said water company. This system is similar to the recently -acquired Crystal Water Company system; the primary difference being the water consumption. The Committee recommends staff proceed with the necessary expenditures pertaining to engineering feasibility. Chairman Dickinson adjourned the meeting at 4:50 P.M. Vickie O'Connor, Town Clerk
