Chairman Aldrich called the meeting of the Public Works Committee
to order at 2:02 P.M.
SCADA - REVIEW MOTOROLA PROPOSAL.
The Committee reviewed a memorandum dated November 14, 1989,
submitted by Assistant Director Linnane regarding the request for
a supervisory control and data acquisition system (SCADA). The
system is needed in order to enable Town personnel to collect
data and monitor the water system remotely and more efficiently.
Following the investigation of ten (10) sources and after viewing
three (3) demonstrations, the Motorola system was chosen at a
cost of $90,410; independent electrical work may cost an
additional $37,000. Director Widmer reported that a five-year
lease/purchase package was considered, however, after consulting
with Town Attorney White and Town Auditor Steve Jackson, he
recommended that the Town buy the system outright. The cost is
within budget parameters for 1989 and 1990.
Advantages of the system are that it can easily be expanded, Town
personnel will be alerted if a portion of the plant is not
functioning properly in the future, and the Town can verify
chlorine levels and turbidity to the State Health Department.
The SCADA system has the compatibility of adding monitoring of
the Town's electrical system in the future.
The Committee authorized immediate purchase of the SCADA system.
CASCADE/FALL RIVER PLANT MODIFICATION
The Committee reviewed a memorandum dated November 14, 1989,
submitted by Assistant Director Linnane pertaining to plant
modification at the Cascade Diversion Structure and Fall River
Plant. The modification is necessary to reduce the high water
pressure coming into the plant to a pressure the plant can
accept. Included with this system will be a modification of the
Cascade Diversion Structure in order to reduce the amount of
sediment entering the plant.
Water Superintendent Goehring presented a model of the design the
Town currently has and demonstrated the way it can be modified
with a radial gate.
A low bid of $31,338 for the radial gate and associated work was
submitted by Campbell -Kearney Excavating, Inc.; the gate will be
manufactured locally. A second bid was received; however, it was
rejected due to a late submittal. Installation of the standpipe,
modulating valve and associated work will be performed by Town
personnel and a contractor familiar with the Fall River Plant at
a cost of $14,346. The total cost of $45,684 is below the
budgeted amount.

The Committee authorized the immediate commencement of the
project as presented.
The Committee commended Superintendent Goehring for finding a
solution to the sediment and pressure problems. The Committee
also commended Assistant Director Linnane for his work on the
project.
GLACIER CREEK AND FALL RIVER BACKWASH POND METERING
The Committee reviewed a memorandum dated November 13, 1989,
submitted by Assistant Director Linnane pertaining to
construction of two (2) backwash metering systems. The systems
are necessary because the State Health Department requires the
Town to meter the backwash water discharging into the creeks and
rivers 24 hours a day.
Rocky Mountain Consultants designed the metering systems and the
Public Works Department will do the work in-house.
Estimated costs are as follows:
Fall River WTP $8,800
Glacier Creek WTP 8,390
The Committee authorized the immediate expenditures for the
project as presented.
REPORTS
The Committee reviewed the Citizen Service Response Report for
October. Director Widmer distributed graphs comparing the number
of calls in 1987, 1988, and 1989. Because of the new water line
construction, water quality calls have increased this year.
The Committee reviewed the monthly water reports for October.
Assistant Director Linnane reported on the public meeting for the
Marys Lake Plant to held November 20, 1989. The preliminary
design report from RMC is due December 15.
Assistant Director Linnane reported on the Corrosion Study.
There will be one more formal coordination meeting November 30
before RMC finalizes the written report.
The Western and Northern Intertie Projects are completed. The
Looping Project will be complete by December 1. Assistant
Director Linnane thanked the residents of the areas involved for
their patience during the water shutoffs. There were
approximately 20 outages, and notices were given to most
residents prior to shutoffs.
Director Widmer reported on the Moccasin Project. Due to weather
conditions, it has been decided not to pave the road until
spring. The road will be barricaded at the top of the saddle on
the east side, at Ridgeview Lane, and at Riverside Drive for the
winter.
Director Widmer noted -the letter he received from the postal
department regarding home mail delivery. The delivery mode study
is progressing.
There being no further business, Chairman Aldrich adjourned the
