Chairman Dickinson called the meeting of the Public Works Committee to
order at 2:00 P.M.
FALL RIVER ESTATES - REQUEST TO PAVE AND MAINTAIN ACCESS ROAD.
Del Lienemann, Developer/Fall River Estates, has requested the Town
pave and maintain the access road to the Town's water tank off Fall
River Court. As requested by Mr. Lienemann this date, this item be
tabled to the June meeting.
SIDEWALKS/RECLAMATION SUBDIVISION - REQUEST AUTHORIZATION TO BID.
Staff requested authorization to bid the aforestated sidewalk project.
$10,000 was budgeted for this project during 1990, and the sections
found to be the most deteriorated will be removed and replaced as the
budget allows. This will be the first phase of a multi -year project.
Actual bids will be reviewed in June. The Committee recommends ap-
proval of the request to the bid the project.
STREET STRIPING MATERIALS - REPORT.
In a memorandum dated May 14, 1990, Assistant Public Works Director
Linnane identified the following striping materials and compared costs
and benefits of each based upon reflectivity, wear and cost: oil -based
paint, epoxy -based paint, thermoplastic striping, and heat tape. Based
upon research, staff suggested the thermoplastic striping be applied on
all new paving projects. The overall 5-year cost would be equivalent
to oil -based paint if the life of thermoplastic is 5 years.
Thermoplastic striping will be applied on the Moccasin roadway for an
estimated cost of $2,600. Epoxy -based paint is also being considered
for future application. The Committee concurred with staff's sug-
gestion.
WATER ITEMS:
High Street, Dunraven, Comanche - Review of Bids. The Committee
reviewed unit prices for the 12" water line for High Street, and that
portion of the Loop Project involving Dunraven and Comanche Streets.
Three bids were received as follows:
Kitchen Excavating $113,050.08
BT Construction 91,579.00
Weinland Construction 90,518.80
The Committee recommends accepting the low bid in the amount of
$90,518.80 submitted by Weinland Construction.
Corrosion Control Report - Review. The Committee reviewed Change Order
#1 submitted by Rocky Mountain Consultants whereby RMC would provide
additional engineering services beginning in May, 1990, to analyze and
plot test results from the corrosion control start-up program. Moni-
toring would include weekly influent zinc, copper, lead, iron, and
phosphorus, monthly effluent for the same parameters, and sludge
testing for both sanitation districts. Additional testing costs for
the Town are approximately $1,600 for UTSD, and approximately $2,000

for EPSD. RMC submitted a not -to -exceed cost of service of $4,768.
Staff has met with a local physician to share information on the
chemical inhibitor. Following discussion, the Committee recommends
accepting RMC's Change Order #1 for a total not -to -exceed amount of
$4,768, plus an additional $3,600± for lab testing to implement the
testing program of verifying the effects of the inhibitor. Final
action on the Corrosion Control item is expected during the June
meeting.
John Timothy Stonecliff Association - Rural Water Application. The
aforestated Association owns a private water system currently serving
approximately 22 single-family units. Staff has verified the capacity
of the Thunder Mountain transmission line, and tap fee calculation.
Under the terms of the Agreement, the Association would: (1) install a
service line and water meter vault, connecting their distribution
system to the Town's system with a 1" tap; (2) pay for and install the
master meter and any labor costs incurred by the Town; (3) pay
$3,036.59 for said tap; (4) pay for all customary Town Attorney fees,
receive water under the "bulk water" rate; (5) be excluded from the
annexation requirement, and (6) the water system, including the service
line and meter vault, will not become or be made part of the Town's
water system; any and all maintenance of the private system will remain
under the auspices of the Association. Discussion followed, with the
Committee recommending approval of the request, contingent upon Town
Attorney White reviewing the Agreement prior to execution.
JUNE MEETING DATE - DISCUSSION.
Due to a scheduling conflict, the next meeting of the Committee will be
held on Thursday, June 28, at 3:30 P.M. in lieu of June 21st.
REPORTS.
The Committee reviewed the Monthly Customer Service Response and Water
Reports for April.
Assistant Public Works Director Linnane briefed the Committee on the
High Street Project which should be completed by July 15; the Cascade
and Fall River Water Treatment Plant (the plant should be "on-line" by
mid -June); Marys Lake Water Treatment Plant (the preliminary report
should be completed by June 15), and the Corrosion Control Report which
has now been completed.
A Dedication Ceremony has been scheduled May 25, 1990 at 11:00 A.M. to
formally open the Moccasin Saddle ByPass. The Board of Trustees, among
others, will be invited to attend.
Staff reported on the following projects currently under way: water
line flushing, the U. S. Highway 36 Sidewalk, Legion Island Landscap-
ing, Municipal Building Remodeling, Clean Up Week, the Recycling
Conference, and Public Works Week activities.
The Committee suggested the waterworks,located in Riverside Plaza, be
turned -on as soon as possible if the threat of freezing has passed.
The Committee also received an update on Home Mail Delivery. The Post
Office should submit their findings in late summer.
There being no further business, Chairman Dickinson adjourned the
meeting at 3:10 P.M. to tour the Municipal Building Remodeling Project,
and the Moccasin Saddle ByPass Project.
